Minimum Qualifications NY HELPS Minimum Qualifications:

A bachelor's degree in biology, biochemistry, chemistry, engineering, environmental health, environmental science, environmental studies, geochemistry, geology, health science, industrial hygiene, natural science, physical science, or public health AND five years of professional work experience with primary responsibility for investigating, assessing, or controlling the human health impacts of environmental or occupational exposures to chemical, biological or radiological agents, or physical hazards. Two years of this experience must have included technical leadership* and supervision or oversight of technical/professional staff in a public health governmental agency.

A master's degree in a field listed above may be substituted for one year of the required general experience; a Ph.D. in a field listed above may be substituted for two years of the required general experience.

*Technical leadership must have included responsibility for scientific/technical development, implementation, and ongoing evaluation of program operations, staffing and staff development, program planning, and policy development and analysis.

Transfer Candidates: Current New York State Department of Health employee with permanent or contingent-permanent status as an Environmental Health Program Manager 2, Grade 29/M-3, OR New York State employee with one or more years of permanent or contingent-permanent, competitive service in a title at or above Grade 27/M-2, and eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law

Preferred Qualifications: The preferred candidate will have experience in environmental health programs and familiarity with Public Health Law, NYS Sanitary Code, Department of Health policies, and environmental health program databases.
They will also have extensive experience developing and/or interpreting policies, procedures, statutes, and regulations; experience monitoring and evaluating local environmental health programs and providing technical assistance; and experience supervising staff and determining priorities.

Duties Description The Environmental Health Program Manager (EHPM) 2 will serve as the Assistant Director of the Bureau of Community Environmental Health and Food Protection and will fill a critical role in assisting with policy development and implementation across several public health program areas.
They will also address sensitive regulatory issues with regulated facilities, and they will provide assistance, direction and oversight of environmental health activities within the region.
The EHPM 2 is tasked with developing environmental health regulations and associated program guidance to ensure that core environmental health standards are achieved in program areas including childhood lead poisoning, adolescent tobacco use and prevention, clean indoor air, food service facilities, children's camps, public beaches, swimming pools, campgrounds, migrant farmworker housing, hotels and motels, ultraviolet tanning facilities, tattoo and body piercing, and public health nuisances.

Additional Comments Travel throughout several counties to areas not served by public transportation may be required.
