Minimum Qualifications Candidates may apply if eligible for appointment by one of the following qualifications:
52.7 NON-COMPETITIVE PROMOTION (NCP) QUALIFICATIONS: To be eligible for NCP, candidates must be in the Department of Labor promotion field and have one year or more of permanent, contingent-permanent or 55 b/c service as a Human Resources Specialist 2, SG 23. In accordance with Section 52.7 of the Civil Service Law if three or fewer qualified Department of Labor employees in a Human Resources Specialist 2, SG 23 respond to this posting, Civil Service may approve the permanent appointment of one of these qualified candidates without further examination.
Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.
52.6 TRANSFER QUALIFICATIONS: Candidates with one year of permanent, contingent permanent or 55 b/c service in a title equated to a SG 23 or above and designated administrative under Section 52.6 of the Civil Service Law may be eligible for transfer.

Duties Description STANDARD DUTIES: Under the general direction of the Associate Director Human Resources 2 (Assistant Director), assists in managing the staff, activities, and operations of the Personnel Bureau within the Department of Labor’s Division of Administrative Services. The Associate Director Human Resources 1 will direct Human Resource Specialist 2’s and related support staff in the delivery of personnel services for all Department of Labor (DOL) programs and staff stationed at 90 office locations statewide. Specific duties include, but are not limited to:
• Plans, organizes, develops, and directs the recruitment, staffing, position classification, and employee services program for DOL.
• Provides advice and assistance to the Assistant Director of Personnel to facilitate a continuous effort to improve recruitment operations, streamline work processes, and cooperatively provide quality customer service to the DOL programs.
• Evaluates the effectiveness and efficiency of recruitment and proposes recommendations for improvement.
• Provides recruitment training and updates to personnel staff and program Liaisons to ensure all procedures are kept up to date.
• Develops and maintains appropriate recruitment tracking systems and provides metrics on all recruitment efforts for DOL programs
• Within in the framework of the Civil Service Law and the policies of the Division of Classification and Compensation, develops and maintains the classification plans for DOL.
• Participates in implementing organizational development strategies, including succession planning, leadership development, programs restructuring, and change management.
• Maintains the examination program for DOL, in cooperation with and under the guidance of the Department of Civil Service.
