Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive service as a Program Research Specialist 4.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-25 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be a current New York State Education Department employee AND have one year of permanent service as a Program Research Specialist 3, Program Research Specialist 3 Agricultural, Program Research Specialist 3 Criminal Justice, Program Research Specialist 3 Economics Finance, Program Research Specialist 3 Health Care Finance, Program Research Specialist 3 Health Systems Analysis, Program Research Specialist 3 Human Services, Program Research Specialist 3 Medical Assistance, Program Research Specialist 3 Public Health, Program Research Specialist 3 Transportation.. Provisional candidates must take the examination for Program Research Specialist 4 when it is next offered, and must be reachable on the resulting eligible list to maintain employment.

Duties Description New York State Education Department’s Office of Adult Career and Continuing Education Services’ (ACCES) Data Unit. The Data Unit supports all ACCES offices, provides data and reports to meet federal reporting mandates, measures program performance and effectiveness, and supports policy and budgetary decisions. Duties of this position include, but are not limited to, the following:

• Manage federal data reporting obligations and ensure internal control compliance;
• Oversee business support for ACCES staff utilizing the Aware case management system;
• Coordinate the development, testing, and customization of new software releases;
• Act as the primary contact for documenting, tracking, verifying, and reporting issues to the software vendor;
• Manage the update process for training materials following new releases and system enhancements;
• Engage in discussions with ACCES management statewide to support data-driven policy decisions;
• Oversee the documentation of ACCES processes and procedures;
• Represent ACCES in meetings with software vendors and IT staff; and
• Supervise daily operations within the Data Unit.

Additional Comments CONDITIONS OF EMPLOYMENT:

This will be a permanent, competitive, or temporary provisional appointment. Provisional candidates must take the examination for Program Research Specialist 4 when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office.

This position leads to a maximum salary of $127,830 based on annual performance advances.
