Duties Description The New York State Education Department’s Office of Information Technology Services is seeking applicants for the position of Manager Information Technology Services 1. Under the direction of the Manager Information Technology Services 2, the Manager Information Technology Services 1 will serve as the Technical Data Architect for the State Longitudinal Data System (SLDS) project. The SLDS project aims to modernize infrastructure and improve the interoperability to demonstrate proof-of-concept for a Statewide Longitudinal Data System, which ultimately integrates data from Pre-K through 12 grade, higher education, and workforce data sets. Duties of this position include, but are not limited to:
• Designs and implements cloud-based data architecture for the SLDS to ensure storage, transmission, and standards for data, including design of data model;
• Collaborates with stakeholders to understand requirements and translate requirements into technical terms and identify related data requirements;
• Develops data models, schemas, and data dictionaries to standardize data definitions and ensure consistency across SLDS;
• Designs data integration processes to ingest, transform and load (ETL) from various data sources into SLDS;
• Implements data governance data policies and procedures to ensure data quality, security, and compliance with regulations;
• Oversees the implementation of data security measures, including access controls, encryption, and data masking/de-identification and data suppression rules;
• Collaborates with Technical Architect and other SLDS engineers to optimize data storage, retrieval and processing performance;
• Implements data lifecycle management strategies to manage data retention, archival, and deletion processes;
• Identifies data corrections or inaccuracies and assists with management of updates from data source;
• Provides guidance to support the SLDS team on data-related issues, best practices, and emerging technologies;
• Collaborates with other program offices and state agencies to ensure alignment with overall organizational goals and state SLDS goals and strategies; and
• Manages all SLDS technical work using NYSED IT system tools, such as Atlassian Jira and Confluence.
Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Manager Information Technology Services 1.
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-25 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and the following minimum qualifications:
1) Have a bachelor’s or higher level degree in any field including or supplemented by 15 semester credit hours in computer science AND four years of experience in the following computer related areas, including one year of supervisory experience in: computer programming, network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing; OR
2) Have a bachelor’s or higher-level degree in any field AND five years of experience in computer related areas as described in #1 above; OR
3) Have an associate’s degree* with 15 semester credit hours in a computer science field AND six years of experience in computer related areas as described in #1 above; OR
4) Seven years of experience in computer related areas as described in #1 above.
Definition: Supervisory Experience is defined as the responsibility for assigning work and overseeing subordinate staff or project(s) in an Information Technology (IT) environment.
*Candidates who have completed at least 60 college semester hours in a bachelor’s degree program, including at least 15 semester credit hours in a computer science field, also qualify, but must meet the experience requirements as described in #2.
Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet one of the following qualifications:
1) Be a qualified employee of New York State Department of Education and have had one (1) year of permanent competitive or 55-b/55-c service as one of the following: Chief Computer Operator, Information Technology Specialist 3, Information Technology Specialist 3 (Data Communications), Information Technology Specialist 3 (Database), Information Technology Specialist 3 (Programming), Information Technology Specialist 3 (Systems Programming), Information Technology Specialist 4, Information Technology Specialist 4 (Data Communications), Information Technology Specialist 4 (Database), Information Technology Specialist 4 (Operations), or Information Technology Specialist 4 (Systems Programming) OR
2) Have a bachelor’s or higher level degree in any field including or supplemented by 15 semester credit hours in computer science AND four years of experience in the following computer related areas, including one year of supervisory experience in: computer programming, network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing; OR

SPECIALIZED QUALIFICATIONS:
Preference may be given to candidates who have:
• 1 to 2 years of experience in DB Warehouse Design
• 1 to 2 years of experience in ETL (Extract, Transform, Load)
• 1 to 2 years of experience in Data Modeling
• 1 to 2 years of experience in Data Modeling: Dimension Modeling
• 1 to 2 years of experience in Relational Database/RDMS
• More than 2 to 5 years of experience in SQL
Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a permanent appointment or a temporary provisional appointment. Provisional candidates must take the examination for Manager Information Technology Services 1 when it is next offered and must be reachable on the resulting eligible list to maintain employment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of education and experience will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 50% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position requires occasional off-shift night and weekend work.
This position leads to a maximum salary of $127,830 based on annual performance advances.
