Duties Description Provide support for existing business processes and systems in all functional areas of the Retirement System
• Supervise and participate in all tasks associated with the analysis & design processes required to support all phases of the System Development Life Cycle to ensure the successful development and implementation of infrastructure and application changes in PeopleSoft, Oracle Policy Automation, FileNet, DataCap and any other integrated platforms.
• Supervise staff who:
o Work with stakeholders to support existing business processes and system components.
o Document and categorize existing business processes.
• Work directly with operational bureau managers and staff in order to design and implement timely and effective solutions required to maintain existing functionality.
• Work directly with POST Team Managers to ensure the effective coordination of all POST activities.
Supervise business process analysis activities
• Supervise staff who:
o Work with stakeholders to analyze potential or actual changes to their business processes and systems.
o Facilitate the elicitation, documentation and tracking of new business requirements.
o Work with stakeholders to conduct the analysis necessary to determine the capability fits and gaps of existing or proposed system components.
o Facilitate the development of new business process designs.
• Assist with cost / benefit analysis activities.
o Work directly with operational bureau managers and staff in order to facilitate, coordinate and complete the numerous activities required as business owners of the Analysis Phase of the System Development Life Cycle.
Supervise business process design activities
• Supervise staff who:
o Work with stakeholders to create functional and configuration design specifications.
o Ensure that design specifications provide the clarity required to allow operational bureau managers and staff to knowledgably perform their roles as approvers of all new business processes.
o Ensure that design specifications provide the clarity required to allow technical managers and staff to knowledgably perform their roles as developers of the system related components for new business processes.
o Ensure that solutions are consistent enterprise-wide whenever it is appropriate.
• Work directly with operational bureau managers and staff in order to facilitate, coordinate and complete the numerous activities required as business owners of the Design Phase of the System Development Life Cycle.
Support system development activities
• Supervise staff who:
o Work with stakeholders to answer inquiries and provide additional information to assist the developers who are building / modifying system components.
o Provide support for technical testing activities as necessary
• Work directly with operational bureau managers and staff in order to facilitate, coordinate and complete the numerous activities required to support the Build Phase of the System Development Life Cycle.
Supervise user testing activities
• Supervise staff who:
o Work with stakeholders to design and develop user test plans that effectively validate that all business process and system requirements have been met. Facilitate the execution of user test plans.
o Work with business and technical staff to analyze any problems identified during the user testing process and develop solutions that effectively address those problems.
• Work directly with operational bureau managers and staff in order to facilitate, coordinate and complete the numerous activities required as business owners of the User Testing Phase of the System Development Life Cycle.
Supervise deployment activities
• Supervise staff who:
o Work with stakeholders to design and develop deployment plans that allow for the effective and efficient implementation of all new business processes and system components.
o Facilitate the execution of deployment plans.
o Work with business and technical staff to analyze any problems identified during the deployment process and develop solutions that effectively address those problems.
• Work directly with operational bureau managers and staff in order to facilitate, coordinate and complete the numerous activities required as business owners of the Deployment Phase of the System Development Life Cycle.
Staff supervision
• Directly supervise the activities of two Business Systems Analyst 1s.
o Enforce proper adherence to time and attendance rules.
o Communicate and enforce standards of professional conduct.
o Administer probationary processes (as necessary)
o Communicate performance expectations and evaluate staff performance.
o Manage training plans to ensure staff is trained as necessary to fully perform their duties at the highest level of competence.

For appointment to a Business Systems Analyst 2, you must have:
• A bachelor’s or higher degree AND THREE years of qualifying professional experience*.
OR
• A bachelor’s or higher degree AND possession of a Level 2 International Institute of Business Analysis/Certification of Capability in Business Analysis (IIBA/CCBA) Certification AND ONE year of qualifying professional experience*.
OR
• Possession of a Level 3 International Institute of Business Analysis/Certification of Capability in Business Analysis (IIBA/CCBA).
*Business analysis experience is defined as experience where your primary duty was performing three of the five following activities:
• Using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, JAD Sessions).
• Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).
• Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirements Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, Change Management Analysis).
• Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.
• Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.
The following activities are NOT considered qualifying experience:
• Conducting or overseeing operational audits or audits of internal controls to develop audit reports and make recommendations to management regarding policies, practices, procedures and resources.
• Responsibility limited to forms design and changes to forms.
• Business related operational responsibilities, including serving internal and external customers, using a business system in the performance of daily operational duties, managing staff with business responsibilities, etc.
• Information technology-related responsibilities such as hardware installation, network configuration, software administration and programming.
• Development of instructional materials and classroom training.
• Help desk duties including troubleshooting, resolving user issues, and providing customer service.
Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1, 52.6 or 70.4 of the Civil Service Law.
For 70.1, 52.6 or 70.4 transfer to a Business Systems Analyst 2, salary grade (SG)-23, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-21 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

• Practical experience with the System Development Life Cycle throughout all phases of solution delivery.
• Experience using recognized business analysis methodologies such as business process flows, fit-gap analysis

• Experience developing test scenarios, scripts and data, and reviewing test results.
• Experience working with an Enterprise Resource Planning (ERP) system such as PeopleSoft.

Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
