Duties Description • Collaborate with business teams to gather and refine business requirements.
• Analyze functional requirements and develop technical requirements/specifications.
• Investigate ways to apply delivered PeopleSoft technology as a solution to business problems, providing associated benefits and risks of the approach.
• Analyze the best approach for implementing customizations.
• Assist team members in creation of design documents and other related system documentation.
• Review and approve final technical design.
• Manage and support Payroll’s nightly batch schedule.
• Run requests in multiple database environments.
• Provide support to other agencies as needed.
• Code new programs and modules as well as changes to existing programs and modules.
• Assist team members with development tasks as needed.
• Continue to enhance knowledge on new Oracle PeopleSoft technology.
• Assist in developing training plans that will enhance the team’s ability to deliver solutions.
• Enforce Oracle PeopleSoft application coding standards are followed and validate code against those standards.
• Perform program testing/tuning and assist others as needed.
• Ensure a test plan/test conditions are created, including regression conditions, and that all conditions have been successfully tested.
• Help troubleshoot production issues and provide on-call support when needed.
• Conduct technical walkthroughs and code reviews of proposed system changes.
• Manage and monitor user acceptance testing of all code changes in a test environment, as well as resolution of any defects.
• Assist others with implementing new features, resolving technical issues.
• Collaborate with supervisor to evaluate resource availability and priorities for work assignments.
• Assign work to direct reports and monitor their progress. Work with team members to develop time frames around critical dates to ensure timely completion of assignments.
• Discuss progress reports with supervisor, and report progress/issues in a timely manner to ensure assignments are completed on time.
• Keep current on Oracle PeopleSoft technology and mentor team members in current and new technologies.
• Encourage professional development for team members and assist in developing training plans that will enhance the team’s ability to deliver solutions.
• Provide guidance to team members regarding policies, procedures, time management, and other reporting.
• Deliver timely evaluations and development plans for staff and encourage high professional and ethical standards.
• Manage personnel issues for direct reports.

For appointment to an Information Technology Specialist 3 (SG-23), you must have:
1. Five years of professional experience in the following computer related areas: network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design, and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing.
OR
2. A bachelor's degree in any field including or supplemented by 15 semester credit hours in computer science and two years of experience; or a bachelor's or higher-level degree in any field and three years of experience; or an associate degree with 15 semester credit hours in a computer science field and four years of experience.

Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6, 70.1, or 70.4 of the Civil Service Law.

Transfers:
For 52.6, 70.1 and 70.4 transfer to an Information Technology Specialist 3, salary grade (SG)-23, you must have one year of permanent competitive service in an approved title for transfer allocated to an SG-21 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Additional Comments Knowledge, Skills, and Abilities:
• Demonstrated experience in SQL (3 months to less than 1 year).
• Demonstrated experience with one or more of the following skills:
o Debug/resolve program problems, including troubleshooting application software for user/system problem resolution.
o Develop program control scripts (such as JCL, ECL, UNIX, Shell script, NT batch commands, VB scripts, SMS).
o Write programming instructions (code) in a procedural language (such as COBOL).
o Write programming instructions (code) in any other specific programming language type.
o Prepare functional specifications that define the system being proposed to meet business requirements.
o Document workflow processes.
o Research or consult to ascertain the software or hardware solutions necessary to meet the customers' needs.
o Analyze end-user requests for information and create "ad hoc" reports from various databases using query tools.
o Develop test plans, test conditions, and validate testing.
o Migrate programs and modules using tools; move programs and modules to requested libraries /data sets.
o Develop user reference manuals or documentation.
o Develop program documentation or operator instructions.
• Demonstrated experience with one or more of the following competencies:
o PL/SQL
o COBOL
o Database - Oracle Preferred.
o ERP - PeopleSoft Development Tools/Code Preferred.
o SQL Preferred.
o PeopleSoft SQR Preferred.
o MicroFocus COBOL Preferred.
• Proficient at communicating with technical staff and customers alike.
• Strong analytical thinker with excellent troubleshooting and problem-solving skills.
• Demonstrated experience in supervising others.
• Demonstrated experience in handling high pressure situations, including the ability to work under tight deadlines, troubleshoot production issues (both during shift and on-call), and able to shift priorities with minimal guidance.
Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
