Duties Description This incumbent will function as a program aide within the Bureau of Public Hospital Reimbursement & HCRA (HCRA) within OHIP’s Division of Finance and Rate Setting (DFRS) in the administering, tracking, documenting, and processing of the Health Care Reform Act (HCRA) and the Health Facility Cash Assessment Program (HFCAP).
HCRA and HFCAP are a major component of New York State´s Health Care financing laws which governs hospital reimbursement methodologies and targets funding for a multitude of health care initiatives ($7.3 billion). These laws require that certain third-party payors and providers of health care services participate in the funding of these initiatives through the submission of authorized surcharges and assessments.
The incumbent will perform administrative and transactional responsibilities within HCRA and HFCAP. The incumbent will also interact and collaborate with rate setting, fiscal management, legal affairs, and program staff within the Department as well as other state agencies, consultants, state auditors, the State’s Office of the Pool Administrator, and hospital Chief Financial Officers that interact with the HCRA and HFCAP programs. Further, the incumbent will often be tasked with packaging deliverables for distribution to the public or staff within the HCRA & HFCAP Unit. Additional duties include packaging, processing, and tracking HCRA/HFCAP:
• Quarterly billings;
• Provider updates;
• Recoupment distributions; and
• Consumer assistance transaction notices.
Minimum Qualifications For State Employees : NYS employee with one year or more of permanent or contingent-permanent competitive service as a Program Aide, G-13 or a current NYS employee with one year of permanent or contingent-permanent competitive service in a title allocated to G-11 or higher, and eligible for transfer to Program Aide under Section 70.1 of the Civil Service Law. Transfer candidates may be asked for SSN to verify title history and eligibility.
Preferred Qualifications: Critical thinking skills, administrative skills, ability to solve problems independently. Professional work experience should include document organization and record keeping. The candidate must also have the ability to interact and collaborate with other staff within the Department of Health as well as Other State Agencies.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
