Duties Description • Oversee, lead, and direct team members to provide support for the New York State and Local Retirement System (NYSLRS), including the definition of work activities, allocation, and scheduling of resources, and assisting with the development of related schedules.
• Plan and allocate personnel and non-personnel assets/resources to accomplish productivity and quality goals including, but not limited to:
o Managing the schedule for implementation.
o Identifying risks and mitigation strategies.
o Providing clear and effective communication to all stakeholders.
• Establish and maintain relevant controls and feedback systems to monitor the operation of the team.
• Monitor and report on work assigned to the team.
• Plan, evaluate, maintain, and improve systems, procedures, and policies that enable and encourage optimum performance.
• Create new and ensure adherence to existing internal controls, standards, guidelines, policies, and procedures.
• Collaborate and actively participate with other Chief Information Office (CIO) teams on problem resolution.
• Develop annual staffing/succession plans and foster growth opportunities in the CIO organization.
• Review the CIO budget to ensure funding is accounted for and available for current and future initiatives.
• Identify risks and propose potential remediation solutions to CIO management and key stakeholders, as is appropriate.
• Provide oversight of all related team contracts, assets, procurements, and maintenance renewals/agreements.
• Develop and/or periodically review and update disaster recovery plans.
• Provide oversight and direction to the employees on the team in accordance with the organization's policies and procedures.
• Mentor supervisors’ utilization of evaluations and discussions to maintain organization alignment and prepare staff for advancement opportunities and business continuity.
• Assign work to subordinate supervisors, monitor project progress, review major initiatives, and make recommendations, as is appropriate.
• Work with supervisors and other technical leaders to manage the team’s work plan and set priorities for projects undertaken by the team.
• Develop an employee-oriented culture that emphasizes quality, continuous improvement, key employee retention and development, and high performance.
• Provide guidance and empower employees to take responsibility for their jobs and goals.
• Delegate responsibility, tasks and issue resolution and expect accountability and regular feedback.
• Oversee and participate in employee lifecycle tasks such as interviewing, hiring, performance evaluations/plans, training, and mentoring.
• Address insufficient employee performance through counseling and seek disciplinary actions where appropriate.
• Maintain employee work schedules including assignments, staff scheduling, skills development, cross training, telecommuting, and overtime ensuring adequate coverage to complete team assignments.
• Communicate organization and team information through team meetings, one-on-one meetings, and other appropriate communication channels.
• Provide constructive, tactful, and objective feedback on issues, tasks, and observations.
• Communicate regularly with other team managers, CIO management, and other impacted stakeholders.
• Exercise discretion and confidentiality.
• Employ active listening and timely responses to customers, management, colleagues, and teams.

Minimum Qualifications You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6 of the Civil Service Law.

For 52.6 transfer to a(n) Manager of Information Technology Services 1 (SG)-27, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-25 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Additional Comments Knowledge, skills, and abilities:

• Demonstrated experience leading small teams (more than 2 years to 5 years).
• Demonstrated experience in project management (1 year to 2 years) including, but not limited to:
o Project Scheduling: Create and manage project schedule.
o Project Time Management: Define activities, sequence activities, estimate task resources and duration and develop project schedule.
o Procurement Management: Managing contracts, procurements, and vendors, including development of IFB and RFP and evaluation of proposals.
o MS Project.
• Experience in technical writing (more than 2 years to 5 years) including, but not limited to:
o Evaluation of written materials and specifications.
o Evaluation of proposals and statements of work.
o Standards and procedures, Service Level Agreements (SLAs), User Guides.
o Statements of Work development.
• Demonstrated experience in Object Oriented Programming OR Structured Programming (more than 2 years to 5 years).
• Demonstrated experience in the Systems Development Life Cycle
• Demonstrated experience with recruitment and procurement activities.
• Demonstrated experience proactively addressing personnel issues and/or disciplinary actions.
• Demonstrated experience in emotional intelligence.
• Demonstrated experience in both written and verbal communication of information to stakeholders at all levels of the organization.
• Demonstrated organizational management skills performed in a team-oriented workplace.
• Outstanding interpersonal relationship building, employee coaching and development skills.
• NYSLRS experience would be a significant advantage.
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
