Duties Description Under the direction of an Information Technology Specialist 4, (SG-25), within the Chief technology Office/Business Application Services/Revenue, Finance & Public Integrity Portfolio, the selected candidate will provide leadership for all phases of the system development life cycle for the COELIG projects.
Duties include, but are not limited to, the following:
-Initiate, plan, execute, monitor, control, and close all projects.
-Provide lead programming support and troubleshooting for COELIG applications.
- Development and maintenance to new and existing applications using ASP.Net, .Net Core, C#, HTML5.
- Triage and assign ITSM and Work Intake requests.
- Develop and review detailed documentation for system and projects.
- Ensure adherence to ITS and COELIG standards.
- Analyze existing processes and documentation of business rules.
- Meet with COELIG team to discuss the progress and concerns, and schedule and facilitate other meetings on an as needed basis.
- Provide clear communication, both verbally and in writing, to ITS management, team members, and system users.
- Provide direction, advice, and recommendations to management on assignments.
- Perform full range of supervisory responsibilities.
Minimum Qualifications One year of permanent competitive services as an Information Technology Specialist 3 (Programming) OR in a position at G-21 or higher deemed administrative under Section 52.6 of Civil Service Law.

o Appointment to this position and continued employment with the agency is contingent upon obtaining and/or maintaining New York State residency within six months of hiring.
o Appointment to this position is not final until all agency approvals have been granted.
Additional Comments Fingerprinting and background check are required for employment with ITS.
