Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.
Under the direction of an IT Director, under Chief Technology Office - Gaming and Public Integrity. This position will lead the Business Solutions unit in project management and/or solution architect capacity in all business areas for the Gaming Commission. Specific duties include, but are not limited to:
-Develop and maintain detailed management plans for major areas of responsibility;
-Define purpose, scope and objectives of short-term and long-term projects for the team;
-Work with counterparts within the organization to ensure compatibility of all initiatives;
-Assign work to subordinate supervisors. Monitors project progress, reviews major staff initiatives and products, and makes recommendations as appropriate;
-Direct meetings attended by project team(s), agency management, users and IT staff to discuss specific projects;
-Develop alternative solutions to problems and consults with other IT staff and users to evaluate the effectiveness of proposed solutions;
-Develop procedures, standards and internal controls for the conduct of work within team;
-Monitor compliance and takes appropriate action as needed;
-Develop or participate in the development, interpretation, review and communication of IT policies, procedures and standards;
-Analyze the impact of proposed policy and mandates as they pertain to information systems;
-Write progress reports for IT and agency management that describe project status including the technical, fiscal, and staffing issues associated with project completion;
-Responsible for creation of all Project documentation (including IT Investment request, scope document, staffing estimates)
-Oversee the day-to-day IT operations covering technologies including COBOL, .Net framework, HTML5, and Azure;
-Oversee the report development using technologies including Crystal Reports and DB2;
-Provide technical support for teams in how to design their databases and how to use query tools to access them;
-Review and approve all Detailed Design documentation including specification documents.
-Perform full range of supervisory responsibilities.
Minimum Qualifications Open to NYS employees with one year of permanent competitive service as a Manager Information Technology Services 1, SG27/M2, OR in a position at the SG25 or M1 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades or one M-grade.

Additional Comments Fingerprinting and background check are required for employment with ITS.
