Duties Description The HP2 will manage the unit that is responsible for the Statewide Planning and Research Cooperative System (SPARCS) data intake system for hospital discharge data. The SPARCS intake system collects data from more than 400+ required Article 28 facilities. The submission of this critical data source ensures data availability for health care facility planning, public health surveillance and pandemic response planning, and research on health care services, outcomes, and costs.

The HPA2 will be responsible for stewardship activities within the unit, including:

- Manage process of intake from data submitter identification and onboarding, to resolving data submission errors, execution of audit reports and compliance reports, including responding to questions from submitters and tracking general operations of the intake system;
- Manage submission of change requests to vendor for intake system edit changes/corrections, and oversee activities of Quality Assurance (QA) vendor testing activities to ensure system edits work as intended;
- Work with SPARCS compliance manager to ensure submission, timeliness, and data quality compliance resolving any issues with data submission;
- Manage requests from hospital submitters for ‘hospital-own data’ extracts to improve data quality;
- Supervise staff to implement intake processes, understand regulations, and support submitters.

Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Health Program Administrator 2, G25 OR current NYS employee with one year of permanent or contingent-permanent, competitive, service in a title G23 or higher and eligible to transfer under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

Preferred Qualifications: We are looking for candidates who can effectively work across multiple vendor-supported technical teams and drive projects to completion. Preference will be given to candidates with experience working with a range of healthcare-related data and prior experience with vendor-developed/operated data collection systems. Strong communication skills are important and an ability to turn policy/program requirements into effective processes.

Additional Comments Work hours and telecommuting availability (50% maximum) for this position will be discussed during the interview process and are subject to operational needs and the telecommuting application process.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
