Duties Description The Landscape Architect 2’s duties will include but are not limited to the following:

• Advises the Assistant Director of Financial Administration 3 and Capital Facilities Regional Managers on continuous efforts for their assigned region.
• Supervise lower-level staff and oversee all landscape architectural activities and projects.
• Review and approve estimates, specifications, contracts, completed work, contract changes and payments.
• Manage contractor work activities to ensure that work is completed in accordance with plans and contracts.
• Sign and stamp landscape architectural plans.
• Perform site assessments, wetland mitigation designs, pedestrian facility designs, and provide project management services.
• Develop erosion and sediment control plans, storm water pollution prevention plans, and oversee the training for landscape architectural activities.
• Develop, implement, and oversee the preparation of plans for historic sites, parks, recreational, and other facilities, such as high-use tourist locations, shorelines, recreation facilities, multi-use trails, historic structures and landscapes, buildings, and natural areas.
• Manage projects from inception to construction closeout, with both in-house and consultant resources.
• Review work activities for quality and conformity to professional standards, NYS code, environmental requirements and standards for accessibility.
• Perform and manage the preparation of contract drawings and specifications.
• Prepare graphics and presentations to communicate design intent for internal and public presentations.
• Coordinate work activities with park management to ensure that work is completed in accordance with outer programs and deadlines.
• Coordinate the work of other professional and technical staff assigned to a project, review and approve procedures, guidelines, and specifications and contract documents.
• Coordinate and work with other local, county, state, and federal agencies as necessary.
• Consult with park management and other stakeholders to obtain input, resolve problems, discuss and coordinate related developments, and explain projects and programs.
• Oversee consultant and contract work, prepare scope of work and administers contracts, including the review of the technical components.
• Ensure that work is performed within budget and on schedule, review and recommend payments, and ensure that documents and reports comply with code and conform with standards.
• Schedules and completes topographical surveys and soil investigations.
• Manage project development during the pre-design and design phases of the project, including meeting with stakeholders, contractors, and consultants.
• Manage all aspects of consultant contracts including review and approval of consultant requests for payment, amendments, extension of schedule and contract closeout.
• Review and approve estimates, specifications, contracts, completed work, contract changes and payments, and contractor work activities to ensure that work is completed in accordance with plans and contracts.
• Oversee and manage all landscape architecture programs.
• Develop work plans in coordination with program managers from Engineering, and Operations and Maintenance.
• Provide technical expertise and guidance to management and staff related to environmental regulatory requirements and standards.
• Manage consultant agreements and develop scopes of work and cost estimates.
• Develop policies and programs in support of the Capital Program and maintenance activities and provide guidance on environmental regulatory requirements and landscaping standards.

Reassignment Qualifications:

Current NYS Office of Parks, Recreation and Historic Preservation Employees only, with at least one year of permanent or contingent-permanent qualifying service as a Landscape Architect 2; if you have less than one year, you must be reachable on the current Landscape Architect 2 eligible list for this location, if one exists.

52.7 Non-Competitive Promotion (NCP) Qualifications:

To be eligible for NCP, candidates must be in the NYS Office of Parks, Recreation and Historic Preservation promotion field and have at least one year of permanent or contingent-permanent qualifying service as a Landscape Architect 1. If 3 or fewer qualified NYS Office of Parks, Recreation and Historic Preservation eligible promotional employees respond to this posting, Civil Service may approve the permanent appointment of one of the qualified employees without further examination.

Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.

Provisional Qualifications:

In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be meet the following minimum qualifications:

You must be a qualified employee of New York State and have had at least one year of permanent competitive or 55-b/55-c service as a Landscape Architect 1 (formally known as Senior Landscape Architect) and you must possess a New York State Landscape Architect's license and current registration at the time of appointment.

The appointed candidate would have to take, pass and be reachable on the next holding of the examination to be appointed permanently.

Additional Comments The posted hiring rate includes the sum of the statutory hiring rate for PS&T Grade 27 ($103,784), Geographic Pay Differential ($13,500), and the Mid-Hudson Adjustment ($1,650). The posted job rate is the sum of the statutory job rate ($127,830), Geographic Pay Differential ($13,500), and the Mid-Hudson Adjustment ($1,650).

Operational Needs:

• At the time of appointment and as a condition for continued employment, you must possess a valid license to operate a motor vehicle in New York State.
• At the time of appointment and as a condition for continued employment, you must possess a New York State Professional Landscape Architect's License with current registration.
• Work schedule may vary depending on agency needs and project completion dates.
