Duties Description As an Assistant Engineer (Civil), your duties will include but are not limited to the following: provide engineering services including consultation, evaluation, planning, systems design, engineering surveys, or project oversight in order to ensure work conforms to accepted engineering standards. You may supervise and evaluate the work of technicians in projects within your engineering specialty. Examples include, but are not limited to, the construction, extension, alteration, remodeling, and maintenance of roads, buildings, public and private water and sewer systems, public health regulation and monitoring of water systems, electrical and power supply systems, fire protection systems, and large structures including major roads, environmental remediation systems, and bridges.

NY HELPS or 55-b/c Qualifications:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
To be considered for appointment through NY HELPS, or 55-b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
Either 1.
Proof of passing the National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering Examination (FE) AND a qualifying bachelor's degree** or higher as listed below;
Or 2.
Proof of passing the National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering Examination (FE) AND one year of full-time qualifying engineering experience as listed below.
Qualifying degrees:
Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Electrical Engineering, Electrical Engineering Technology, Electrical Power Engineering, Environmental Engineering, Environmental Engineering Technology, Environmental Design Engineering, Environmental Resources Engineering, Environmental Systems Engineering, Forest Engineering, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Mechanical Engineering, Mechanical Engineering Technology, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.
Qualifying experience:
One year of full-time engineering experience in the design and construction of parks, roads, bridges, recreational facilities, water and/or wastewater treatment facilities.

Subsequent 55-b/c Qualifications:
A subsequent 55-b/c appointment may be considered if you have at least one year of permanent or contingent-permanent qualifying service and have a current Civil Service 55-b/c letter of eligibility.
Reassignment Qualifications:
Current NYS Office of Parks, Recreation and Historic Preservation Employees only, with at least one year of permanent or contingent-permanent qualifying service as an Assistant Engineer (Civil); if you have less than one year, you must be reachable on the current Assistant Engineer (Civil) eligible list for this location.
Provisional Qualifications:
In the absence of an eligible list(s) with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be meet the same minimum qualifications as listed under NY HELPS Qualifications.
The appointed candidate would have to take, pass and be reachable on the next holding of the examination to be appointed permanently.
70.1 Transfer Qualifications:
Candidates must have at least one year of permanent competitive or 55b/c service as an Assistant Engineer with one of the following parenthetical title designations: Civil/Construction, Civil/Geotechnical, Civil/Structural, Civil/Transportation, Electrical, Environmental, Fire Protection, Mechanical, or Mechanical/HVAC.

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reinstatement or transfer in accordance with Civil Service Law.
Additional Comments The posted hiring rate includes the sum of the statutory hiring rate for PS&T Grade 20 ($72,032), an Increased Hiring Rate ($9,688), Geographic Pay Differential ($13,500), and Downstate Adjustment ($3,400). The posted job rate is the sum of the statutory job rate ($91,381), Geographic Pay Differential ($13,500) and the Downstate Adjustment ($3,400).

Operational Needs:
• At the time of appointment and as a condition for continued employment, you must possess a valid license to operate a motor vehicle in New York State.

*NY HELPS PROGRAM:
For the duration of the NY HELPS Program, this title may be filled via a permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Additional location pay is available for the following counties: Bronx, Kings, Nassau, NYC-Manhattan, Queens, Richmond, Rockland, Suffolk, and Westchester, Dutchess, Orange, and Putnam.
