Duties Description The Office of Human Resources and Administrative Planning oversees all staffing and personnel transactions, including recruitment efforts. As the Department carries out key initiatives to transform the way services are delivered to partner agencies and to the public, this position will play an important role in ensuring the success of these modernization efforts.
Reporting to the Director Human Resources 3, the Associate Director Human Resources 2 is responsible for assisting in oversight of all aspects of human resources. Duties will include but are not limited to the following:
• Work with program managers to identify and clarify the goals and objectives of each Division in the recruitment and retention of employees.
• Inform the Director of pertinent issues, represent the Director/or assist with special projects, as needed.
• Oversee recruitment and classification activities, which includes submission of BDA’s for exempt and non-competitive positions, and reporting to Executives on the status of active recruitment and classifications.
• Assist in overseeing an effective employee relations program, including training and staff development, the administration of discipline and grievance procedures, the performance evaluation program, and reasonable accommodations.
• Assist in managing workforce succession planning and organizational development through the implementation of documented knowledge transfer strategies.
• Represent the Department in meetings, workgroups, committees, and other forums related to recruitment, retention, staff development, and employee relations.
• Serve as an advisor to the Executive Office on human resource issues such as recruitment, labor relations, staff development, and workforce planning.
Minimum Qualifications REASSIGNMENT QUALIFICATIONS:
Current Department of Civil Service employees with one year of permanent, contingent permanent, or 55 B/C service as an Associate Director Human Resources 2.
52.6 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service in a title eligible for transfer and determined to be similar by Civil Service.
NON COMPETITVE PROMOTON (NCP) QUALIFICATIONS:
The Department of Civil Service is considering making a request to the Department of Civil Service to hold a non-competitive promotion examination for the above title in accordance with Section 52.7 of the Civil Service Law if three or fewer interested promotional candidates respond to this notice. Before submitting such a request, we must ascertain if anyone meeting the minimum qualifications is interested in competing in a promotional examination for the above title and if they would accept appointment if offered. To qualify, you must be a current Department of Civil Service employee. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title. Please note this will be a competitive appointment. The term non-competitive refers to the appointed candidate not needing to compete in the next holding of the examination.
The minimum qualifications for NCP appointment are:
One year of permanent, contingent permanent, or 55 B/C service as a Human Resources Specialist 2 or Associate Director Human Resources 1.
SUBSEQUENT 55B/C QUALIFICATIONS:
A subsequent 55 B/C appointment may be considered if you have one year of permanent, contingent-permanent, or 55 B/C service in an eligible position. To be considered, you must provide a copy of your letter of eligibility with your response.
55 B/C QUALIFICATIONS:
Current permanent non-competitive state employees certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered. To be considered, you must provide a copy of your letter of eligibility with your response.
It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.
PREFERRED QUALS:
• Experience in Recruitment, Classification, Exam Planning, Performance Management, and Labor Relations.
• Ability to proactively manage multiple priorities in a fast-paced environment and adapt to changing needs and issues.
• Solid organizational skills with demonstrated ability of managing sensitive issues while remaining fair and equitable acting with discretion and objectivity.
• Strong interpersonal skills with the ability to communicate and develop trusting relationships with staff at all levels (including senior executive staff) within and outside of Civil Service, including but not limited to the Office of General Services(OGS)Center for Recruitment in Public Service.
