Duties Description Strategic Planning and Innovation performs management activities designed to set priorities, focus energy and resources, strengthen operations, and ensure that employees and other stakeholders are working together to achieve measurable results. This office is providing project oversight for several initiatives that will transform the way the Department delivers services to partner agencies and to the public, and this position will play an important role in ensuring the success of these modernization efforts.
Under the direction of the Project Management Office Director, the incumbent in this position will be responsible for the management, training, and supervision of assigned staff within the Project Management Office under the purview of the Office of Strategic Planning and Innovation. The Project Manager 4 will work with staff to develop system modifications and enhancements relative to the Civil Service transformation initiatives and other agency projects. These projects will require new processes to be developed and implemented across the Agency.
Specific responsibilities include, but are not limited to:
• Plan, prioritize and identify the scope of system and/or process changes.
• Function as a liaison between administration staff and the Office of Information Technology Services (ITS) for large-scale modernization projects.
• Supervise staff that research, gather and evaluate system or business process requirements.
• Perform business system analysis within a team or independently.
• Collaborate with the Strategic Planning and Innovation’s Office of Technology Management and Data Analytics as needed.
• Analyze current system functionality and business processes.
• Create project plans with specified milestones.
• Work with staff to communicate business process requirements to ITS, Executive staff, program staff and other stakeholders.
• Assist stakeholders in resolving any potential issues prior to implementation.
• Supervise staff that perform and oversee user acceptance testing.
• Coordinate with staff development personnel to develop training plans on enhancements and implementations.
• Review any created or updated system documentation and any pertinent training prior to approving for the Agency.
• Provide direct supervision to staff, including and assigning work to subordinate staff.
• Assist Civil Service divisions with project planning for agency projects.
• Evaluate staff performance and meet with staff regularly to provide feedback concerning work activities and performance.
Minimum Qualifications COMPETITIVE QUALIFICATIONS:
You must be reachable on the current eligible list or eligible for transfer.
52.6 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service in a title eligible for transfer and determined to be similar by Civil Service.

PROVISIONAL QUALIFICATIONS:
Based on the results of the canvass of the current eligible list for the Project Manager 4 position, the Department may elect to make a provisional appointment to this position rather than a permanent appointment should the eligible list have less than three candidates interested. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Project Manager 4 exam and be reachable for appointment from the newly established eligible list.
The minimum qualifications for Provisional appointment are:
Either 1. after one year of service as a Project Manager 3;
Or 2. after two years of service as a Project Manager 2.
NON COMPETITIVE PROMOTION (NCP) QUALIFICATIONS:
The Department of Civil Service is considering making a request to the Department of Civil Service to hold a non-competitive promotion examination for the above title in accordance with Section 52.7 of the Civil Service Law if three or fewer interested promotional candidates respond to this notice. Before submitting such a request, we must ascertain if anyone meeting the minimum qualifications is interested in competing in a promotional examination for the above title and if they would accept appointment if offered. To qualify, you must be a current Department of Civil Service employee. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title. Please note this will be a competitive appointment. The term non-competitive refers to the appointed candidate not needing to compete in the next holding of the examination.

SUBSEQUENT 55B/C QUALIFICATIONS:
A subsequent 55 B/C appointment may be considered if you have one year of permanent, contingent-permanent, or 55 B/C service in an eligible position. To be considered, you must provide a copy of your letter of eligibility with your response.

PREFERRED QUALIFICATIONS:
Excellent written and oral communication, grammar, and editing skills; critical, independent thinking and analytical skills; excellent reading comprehension; proficient in Microsoft Project, PowerPoint, Visio, and Excel; capable of working independently and in a team setting; experience preparing official reports and agency presentations; experience managing meetings with various stakeholders.
