Duties Description - Supervise the overall activities/operations at the Bath Field Headquarters. This includes assignment of duties to staff, oversight of projects and work scheduling to complete necessary tasks.

- Work with other NYSDEC programs, State Agencies and/or Municipalities to identify, initiate and complete targeted priority projects. This may also include the task of obtaining outside contractor/vendor help through the bid process.

- Ensure all necessary administrative record keeping and activity is maintained, accurate & current. This will include, but not be limited to, time sheets, invoices, procurement of goods & services, evaluations, training documents, and warranties.

- Will be required to operate dump trucks to haul materials to and from job sites. Will be required to transport trucks to maintenance facilities and assist with diagnosing mechanical issues.

- Must be available to assist with emergency response to Flood Control events or other serious unforeseen Operations tasks.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:

You must be a qualified employee of the New York State Department of Environmental Conservation and have had one year of permanent competitive, non-competitive, or 55-b/55-c service as follows: Conservation Operations Supervisor 1, General Mechanic, Trades Generalist, Service & Repair Assistant (Motor Equipment), Motor Equipment Maintenance Supervisor 1, Maintenance Supervisor 1 (Motor Equipment), Motor Equipment Mechanic, Service & Repair Mechanic (Motor Equipment), Sign Painter, Trades Specialist (Sign Fabrication), Sign Shop Supervisor 1, Trades Supervisor (Sign Fabrication), Supervisor Marine Equipment Repair, or Maintenance Supervisor 1 (Marine Equipment).

OR

Open Competitive:

Either 1. three years of experience in building maintenance, mechanical maintenance, or construction; one year of which must have been in estimating, supervising, and planning and assigning work.

Or

2. two years of experience in building maintenance, mechanical maintenance, or construction; one year of which must have been in estimating, supervising, and planning and assigning work, AND an associate's or higher level degree in civil engineering technology, construction technology, construction engineering technology, electrical technology, electrical engineering technology, engineering technology, industrial technology, industrial engineering technology, mechanical engineering technology, or mechanical technology.

Individuals may also be eligible via the following:
Reassignment Eligible - Currently in the title and an employee of DEC.
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis.
or
Transfer Eligible - One year of permanent competitive service at Salary Grade 13 or higher and eligible for transfer under Civil Service Law.

Must possess a Class-B CDL at the time of appointment with appropriate endorsements and no air brake restriction.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.

Will be subject to the Federal Omnibus Transportation Employee Testing Act (OTETA) of 1991, which requires employee testing for drug and alcohol abuse.
Must be able to lift and move objects up to 80 pounds.
