Duties Description - Scope, spec, design and plan projects with the various natural resource and operations programs to meet their goals and needs.
- Develop, procure, and manage contracts for accomplishing various construction and maintenance projects for various programs ranging from small discretionary contracts to large bid/award projects in compliance with all state procurement guidelines.
- Manage and be accountable for multiple allocations and funding sources while working collaboratively with multiple divisions and other state agencies to assure purchasing, procurement, and general spending guidelines are adhered to.
- Provide supervisory and administrative leadership for staff and facilities. Responsibilities include, but are not limited to, budgeting, managing allocations, operating, maintaining and rehabilitating numerous campgrounds, roads, dams, flood control structures, boat launches, fishing access sites, trailhead parking lots and other infrastructure in Region 5 as assigned.
- Directly and indirectly supervise assigned staff. Ensure staff receive annual trainings as required and adhere to all DEC policies and procedures.
- Ensure compliance with federal and state laws, regulations, codes, policies and procedures and provide a safe and healthy environment for employees and the public.
- Review, prepare, submit and track TSRs, business cases, DPAT, asset management, and capital projects using the appropriate data systems.
- Effectively communicate verbally and in writing with staff, program managers, and other COS 3s to improve public safety, efficiency, productivity and regional facilities.
- Assist with special initiatives including, but not limited to, accessibility, sustainability, and other DEC priorities.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:
Promotional:
You must be a qualified employee of the New York State Department of Environmental Conservation and have had one year of permanent competitive, non-competitive, or 55-b/55-c service as follows: Conservation Operations Supervisor 2, Assistant Superintendent of Construction, Assistant Engineer (Civil), or Senior Superintendent of Construction.
OR
Open Competitive: Either 1. four years of experience in building maintenance, mechanical maintenance, or construction; two years of which must have been in budgeting, supervising, planning, assigning work, evaluating employees, and contract preparation and oversight;
Or
2. three years of experience in building maintenance, mechanical maintenance, or construction; two years of which must have been in budgeting, supervising, planning, assigning work, evaluating employees, and contract preparation and oversight, AND an associate's or higher level degree in civil engineering technology, construction technology, construction engineering technology, electrical technology, electrical engineering technology, engineering technology, industrial technology, industrial engineering technology, mechanical engineering technology, or mechanical technology.
Individuals may also be eligible via the following:
Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or
Transfer Eligible - One year of permanent competitive service at Salary Grade 19 or higher and eligible for transfer under Civil Service Law.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Must be able to work in adverse weather conditions.
Travel may be required.
Overtime may be required.
Overnight travel may be required.
Weekends and holidays may be required.
Must be available for emergency response.
Must be available to respond to after-hours emergencies.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
