Duties Description The Utility Analyst 1, Grade 18, or Utility Analyst Trainee, NS, will work in the Consumer Advocacy Section of the Office of Consumer Services (OCS) and will perform duties including but not limited to:
• Reviewing utility compliance filings with New York State Public Service Law and 16NYCRR rules and regulations regarding gas, electric, water, and steam utility service.
• Participating in Department regulatory proceedings and preparing expert witness testimony by making recommendations based on factual analysis on policies, guidelines and requirements regarding utility and clean energy services.
• Participating in negotiations with utilities, intervenors, end users, government, and interest groups to reach settlement agreements in Department utility proceedings and informal hearings.
• Representing the office on inter-Departmental and external stakeholder teams, and intra-Departmental proceedings, public meetings, negotiations, hearings, forums, and conferences in response to program areas.
• Identifying problems and clarifying issues regarding end user/utility disputes.
• Participating in case resolution through field visits, research, investigation, correspondence, and consultation with other agency staff.
• Performing initial fact gathering, research, and administrative tasks to assist with the negotiation, mediation, or arbitration process in Department proceedings and settlements with end users, utilities, energy service providers, and other stakeholders.
• Providing basis and focus for dispute resolution by identifying pertinent facts, including local, State, or federal statutes or regulations related to local franchises, tariffs, incentive or special programs, uniform business rules, uniform system of accounts, Home Energy Fair Practices Act (HEFPA), and other Agency policies.
• Corresponding in writing and communicating verbally with Department staff, utilities, and end users on industry specific issues.
• Maintaining and developing technology skills to use and apply new software applications, including but not limited to: DMM, Microsoft Office Suite Applications, SharePoint, Smartsheet, and Teams.
• Tracking State Administrative Procedures notice requirements and publishing dates.
• Reviewing, auditing, and interpreting monthly customer service performance indicator reports.
• Participating on Department teams engaging in policy discussions on utility matters particularly focused on low-income programs, billing systems, utility and company service quality, enhanced telecommunications services, and consumer protections.
• Providing input into the development of state policy and incentives as they relate to consumer protections and other provider practices that may adversely impact end users or the general public.
• Reviewing submetering applications for compliance.
Minimum Qualifications General Public
Non-Competitive (NY HELPS)**:
For appointment to a Utility Analyst Trainee 1, you must have a bachelor’s or higher degree.
For appointment to a Utility Analyst Trainee 2, you must have a bachelor’s degree AND one year one year of professional experience performing a broad range of analytical tasks relevant to the electric, steam, gas, water and telecommunications utilities on issues such as retail competition; tariff filings; company records; cost and quality of service; rate proceedings; incentive plans; mergers and acquisitions, cost allocations and rate design to ensure that New York State residents have access to safe, reliable utility service at just and reasonable rates.
For appointment to a Utility Analyst 1, Grade 18, you must have a bachelor’s or higher degree AND two years of professional experience as stated above.
Substitutions: A Juris Doctor, master's, or higher degree in a related field can substitute for one year of specialized experience.

Transfer:
Current New York State employee with one year or more of permanent, competitive, or 55-b/c service as a Utility Analyst 1, Grade 18; OR current New York State employee with one year or more of permanent, competitive, or 55-b/c service in a qualifying title and eligible for transfer*** under section 70.1 or 70.4 of the Civil Service Law.

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
