Duties Description The New York State Education Department Information Technology Services Office is looking for talented, motivated candidate(s) with a desire to enhance their technology skills to fill an Information Technology Specialist 4 positions to support Special Education systems. The incumbent will report to the Manager of Information Technology Services 1. The responsibilities of this position will include, but not limited to:
• Direct and mentor ITS 3 technical leads through performance management, recruitment, and career development, while providing guidance on technical challenges by connecting them with appropriate resources and subject matter experts;
• Review and approve architectural decisions for Java, Spring, Oracle, and Cognos implementations, while establishing QA protocols, technical standards, and production support procedures;
• Evaluate emerging technologies for potential adoption and ensure proper implementation of database design approaches, for your team;
• Establish project plans and timelines for multiple development teams, coordinating resource allocation and dependencies across projects;
• Lead daily Scrum ceremonies and sprint planning sessions, ensuring teams have clear direction and resources needed for success;
• Chair monthly strategic planning meetings with program office leadership to align technical direction with business objectives;
• Review and approve technical documentation standards for development teams using Confluence and other NYSED approved tools;
• Define and maintain project roadmaps extending 6+ months, including resource forecasting and milestone planning;
• Establish standards for Jira ticket creation and management, ensuring proper requirement breakdown and team assignment;
• Coordinate between multiple development teams when features require cross-team collaboration;
• Monitor project health across multiple teams, identifying and removing obstacles to team success;
• Direct the establishment of deployment procedures and release management processes;
• Enforce code review standards and oversee/perform pull request processes in Bitbucket;
• Guide teams in implementing efficient development workflows while maintaining NYSED standards;
• Oversee integration planning between development teams and external agencies/vendors;
• Chair technical oversight meetings to ensure alignment across development teams;
• Define success metrics for development projects and monitor team progress; and
• Present technical strategy and project status updates to senior management and stakeholders.

Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Information Technology Specialist 4.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title SG-23 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-23 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and one of the following minimum qualifications:
1. A bachelor’s or higher level degree in any field including or supplemented by 15 semester credit hours in computer science AND three years of experience in the following computer related areas: computer programming; network, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design, and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing; OR
2. A bachelor’s or higher-level degree in any field AND four years of experience in computer related areas as described in #1 above; OR
3. An associate degree* with 15 semester credit hours in a computer science field AND five years of experience in computer related areas as described in #1 above; OR
4. Six years of experience in computer related areas as described in #1 above; OR

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet one of the following qualifications:
5. A bachelor’s or higher level degree in any field including or supplemented by 15 semester credit hours in computer science AND three years of experience in the following computer related areas: computer programming; network, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design, and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing; OR
6. A bachelor’s or higher-level degree in any field AND four years of experience in computer related areas as described in #1 above; OR
7. An associate degree* with 15 semester credit hours in a computer science field AND five years of experience in computer related areas as described in #1 above; OR
8. Six years of experience in computer related areas as described in #1 above; OR
9. Be a qualified employee of New York State Department of Education and have had ONE (1) year of permanent competitive or 55-b/55-c service as a Chief Computer Operator, Information Technology Specialist 3, Information Technology Specialist 3 (Data Communications), Information Technology Specialist 3 (Database), Information Technology Specialist 3 (Programming), or Information Technology Specialist 3 (Systems Programming).

Provisional candidates must take the examination for Information Technology Specialist 4 when it is next offered, and must be reachable on the resulting eligible list to maintain employment.

Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a contingent permanent appointment. Provisiona l candidates must take the examination for Information Technology Specialist 4 when it is next offered and must be reachable on the resulting eligible list to maintain employment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 50% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position requires occasional off-shift night and weekend work.

This position leads to a maximum salary of $117,875 based on annual performance advances.
