Duties Description Under the direction of the Deputy Commissioner for Real Estate, the Associate Commissioner for Real Property & Facilities Management (RPFM) provides the executive leadership and daily management of RPFM.

This position is responsible for 58 major office buildings, 7 billion in real estate, and a roughly 300-million-dollar capital budget. The position serves as an essential position related to life, health, and safety for infrastructure at the Empire State Plaza, the Executive Mansion, the Harriman State Office Campus, and the upstate and downstate regional State Office Buildings portfolio. All storm related and disaster related preparations and responses for the OGS owned portfolio reside under this position.

Having a staff of approximately 1,200 employees, the Associate Commissioner is responsible for assisting the Deputy Commissioner in all aspects of the coordination, operations, and management of Office of General Services’ Bureau of RPFM of the Division of Real Estate (DRE).

Specific duties of this role will include, but not be limited to, the following:

Leadership and Management
• Provide visionary leadership to a diverse team of leaders, managers, and staff across the Bureau of Real Property and Facilities Management, fostering a collaborative, customer-focused, and high-performance culture.
• Manage and oversee operations across the Bureau, including setting and communicating strategic direction, establishing service level targets and benchmarks, and setting annual performance goals.
• Set clear performance expectations, conduct regular evaluations, and provide constructive feedback to ensure team effectiveness and accountability.
• Align staffing and divisional goals with the OGS strategic plan, vision, and legislative mandates.
• Lead and mentor subordinate leaders and team members, offering guidance and professional development opportunities to enhance their skills and career growth.
• Oversee annual planning for each of the division’s bureaus and its annual budget and spending plan, including personal and non-personal service requirements.
• Lead staffing and selection for critical leadership positions within the Bureau.

Bureau Operations
Lead and drive high-level performance for each of RPFM’s operational units, including:
• Building Administration. Directing and managing the Building Administration functions, which include building operations and maintenance at 58 major and 114 ancillary facilities comprising over 20 million gross square feet throughout the State.
• Utilities Management. Overseeing Utilities Management and Statewide utilities and energy coordination. In Albany, major facilities consist of the Empire State Plaza Central Air Conditioning Plant, Riverfront Pumping Station, Sheridan Avenue Steam Plant, and the Harriman State Office Campus Power Plant. These facilities provide heating, ventilation, air conditioning, fire safety systems, and auxiliary mechanical equipment associated with approximately 14.5 million square feet of OGS owned office space at the Empire State Plaza and the Harriman State Office Campus.
• Capital Planning and Management. Overseeing the Capital Planning and Management function which is responsible for OGS’s capital program, construction projects, and facility assessments within the RPFM portfolio. The various types of projects include preventive maintenance, rehabilitation & improvement, and capital projects valued at approximately $120 million annually.
• Parking Management. Overseeing OGS’s Parking Management program which includes the daily operations and maintenance of the OGS parking system. In addition to daily operations, responsibilities include representation at meetings with stakeholders, State employee unions, and State employees; the development of new programs; and expansion of the Parking Management program to all OGS-operated facilities Statewide.
• Health, Safety, and Security ID. Overseeing the Health, Safety, and Security ID program which is responsible for the development of health, safety, and security ID programs and policies on a Statewide basis for OGS facilities. This includes the development of RPFM emergency management policies and response and active participation in RPFM response to emergencies through hands-on, on-site direction and coordination.

Goal Setting, Management, and Support
• Making executive-level decisions on behalf of RPFM in the absence of the Deputy Commissioner.
• Advising the Deputy Commissioner on matters related to the real property portfolio, facility operations, and capital planning, and making recommendations to optimize performance.
• Formulating policies and procedures necessary to effectively operate OGS’s facilities. This includes the development and management of customer/stakeholder relationships, implementing work performance enhancements, instituting efficient operational practices, and ensuring compliance with applicable rules and regulations.
• Monitoring and tracking the execution of key initiatives and projects, including those related space utilization and planning, facility maintenance, capital construction, and energy projects;
• Overseeing and performing analysis of operations and programs, including benchmarking against similar large operations, creating clear standards for performance, preparing reports for executive review, and making operational adjustments to adjust to changes and trends.
• In partnership with the OGS Data Analytics Office, using data, analytics, and performance measurement to monitor key operations, determine program and initiative success, and promote a data-driven culture within RPFM.
• Evaluating and assessing the strengths and deficiencies of RPFM’s workforce, recommending adjustments where appropriate. In partnership with Human Resources, acts as a key player in the identification and implementation of succession strategies to address workforce gaps.
• Collaborating closely with internal divisions and units, including the Division of Resiliency and Sustainability and the Division of Design and Construction, and external partners, including the New York Power Authority (NYPA) to address capital needs and pro-actively pursue sustainability goals
• Working with the Division of Internal Audit, the State Comptroller’s Office, and the Inspector General’s Office as needed to provide information and implement recommendations. Develop OGS responses to investigations and audits.
• Representing OGS with the Governor’s Office, Legislature, other State agencies, and public on behalf of the Deputy Commissioner for Real Estate as appropriate.

Minimum Qualifications A bachelor’s degree and at least eight (8) years of progressively responsible experience in the implementation and/or administration of a significant governmental program or private business enterprise. This experience should include the negotiation or development of commercial and industrial real property transactions, responsibility for lease and/or construction agreements, and the planning, development, and coordination of policies and procedures for the purpose of achieving short- or long-range goals.
