Duties Description The Senior Administrative Analyst is responsible for conducting studies, analyzing, and evaluating Division of Design and Construction work, assisting in the development and implementation of D&C operating systems, assisting in document control, and developing recommendations to assist management in identifying and solving problems.

The Senior Administrative Analyst’s primary responsibilities will include:
• Document business processes across all Divisions within Design and Construction, calling attention to inefficiencies.
• Make recommendations for business process improvement to a governance committee comprised of division leadership.
• Maintain business process workflows to keep in sync with ever changing design and construction standards.
• Assist in the implementation of changed and/or newly developed business processes at the request of division leadership or legislative mandate.
• Assist in the implementation of a new Project Management Information System to replace a legacy system.
• Participate in Strategic Planning Initiatives related to the improvement of D&C operations.
• Coordinate procedure manual updates to ensure continuity across all divisions.
• Participate in Change Management workshops and act as a Change Agent for D&C.
• Communicate operational needs from division staff to management.
• Work with internal and external stakeholders in a collaborative work environment.
• Ensure active communication, coordination, and cooperation are maintained with D&C staff, implementation vendors, and consultant staff.
• Perform other duties and special projects as required.
• Some travel may be required.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:

This title includes a traineeship opportunity, and applicants will be appointed to the appropriate level** based on their experience and education.

Required experience: professional experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, conduct data analysis, and develop internal controls. Master's and higher-level degrees will substitute for one year of required experience.

**Senior Administrative Analyst level requirements:
• Administrative Analyst Trainee 1 (equated to SG-14): bachelor or higher degree.
• Administrative Analyst Trainee 2 (equated to SG-16): bachelor or higher degree and one year of required experience.
• Senior Administrative Analyst, SG-18: bachelor or higher degree and two years of required experience.

CURRENT STATE EMPLOYEES:
Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 11 or above and eligible for transfer under Section 52.6, 70.1 or 70.4 of the Civil Service Law.

70.4 Transfer: Candidates must have one year or more of qualifying permanent service at the Grade 11 or above AND possession of a bachelor’s degree; AND standing on the Professional Careers Opportunities (PCO) or Public Administration Traineeship Transition (PATT) eligible lists.

PCO Candidates: Individuals with a score of 100 or above on the Professional Career Opportunities (PCO) eligible list are encouraged to apply.

Successful completion of a two-year traineeship leads to appointment as a Senior Administrative Analyst, SG-18.
