Duties Description Reporting to the Deputy Commissioner of Division of Juvenile Justice and Opportunities for Youth (DJJOY), the Chief Psychologist’s principal responsibility will subsume all the duties, functions and responsibilities typically associated with this title. These responsibilities will include acting as the director of psychological services for DJJOY. Working with bureau directors and the psychology discipline heads in the facilities, the incumbent will ensure the delivery of psychological services to all youth in the care of DJJOY.
The Chief Psychologist’s secondary responsibility will include coordinating and integrating the activities of the agency’s senior administrative clinical team. The Chief Psychologist will use his/her professional education and experience to assess the many different needs, particularly mental health needs, of the children and youth in DJJOY’s facilities and its community programs.
The Chief Psychologist will plan, develop, implement, manage, oversee and evaluate all aspects of all the programs and services provided to youth and their families in the DJJOY facilities and community care settings. The incumbent will consult directly with the Deputy Commissioner of DJJOY and the Commissioner of OCFS.
The duties, functions and responsibilities of this position will include, but not be limited to, the following:
(1) Directing, facilitating, managing and coordinating the delivery of all psychological services to youth in DJJOY-operated facilities and community programs.
(2) Assessing and evaluating the quality of the psychological services provided to youth, to ensure that these services meet established professional standards.
(3) Initiating, implementing and evaluating new, innovative treatment modalities throughout DJJOY.
(4) Supervises a variety of psychological services involving client diagnosis, prognosis, treatment/habilitation, and admission-discharge planning; serves as a member of the executive committee in evaluating these functions;
(5) Representing the discipline of psychology, as the psychology discipline chief for OCFS, in all high-level meetings in OCFS Home Office and with other State agencies.
(6) Participating in the preparation of the annual budget request for psychology.
(7) Working with the Bureau of Personnel to recruit well-qualified psychologists to OCFS.
(8) Assisting the Deputy Commissioner of DJJOY in leading and directing clinical programs.
• Implementing agency policies and procedures, state and federal regulations and other internal and external rules and policies.
• Providing direction, support and assistance to DJJOY bureaus, programs and facilities in critical clinical situations.
(9) Provide clinical oversight to behavioral treatment programs in DJJOY facilities and
community programs through staff supervision, consultation, patient review, site visitation, and policy review.
• Ensuring that bureaus and teams comply with State and federal regulations and OCFS policies and procedures.
• Reviewing Unusual Incident Reports and taking appropriate action.
• Identifying opportunities for cross-divisional and inter-agency collaboration.
• Implementing new initiatives to meet OCFS and DJJOY priorities.
• Coordinating inter-divisional and regional partnerships with, but not limited to, the Office of Mental Health and Office of Alcoholism and Substance Abuse Services.
• Ensuring that appropriate programs are in place to serve all youth in the care of DJJOY.
• Ensuring the delivery of programs and services in youth residential facilities and community settings.
• Collaborating closely with the Office of Community Partnerships to ensure the continuity of services to youth.
• Working cooperatively with facility managers.
• Reviewing relevant operational procedures to ensure that services are provided in the most effective manner.
• Working cooperatively with all internal stakeholders.
• Establishing productive working relationships with other OCFS divisions.
• Implementing new programs in response to changing State and agency priorities.
• Planning and organizing the work of one or more DJJOY bureaus and programs, as necessary, and keeping the Executive Staff and Deputy Commissioner apprised of progress.
• Completing special assignments, as directed by the Deputy Commissioner.
(10) Interpreting data, keeping abreast of current research and translating data and research findings to implementation.
• Providing direction and leadership in the implementation of new evidence-based program models.
• Initiating changes in order to improve existing programs.
• Interpreting data to inform and support management decisions.
• Advising bureau directors about current trends and research.
(11) Ensuring that youth and families receiving services from DJJOY participate in decision- making, on both the organizational and personal levels, in mental health treatment, including psychological treatment.
(12) Ensuring that DJJOY facilities and community programs are safe and supportive environments that encourage staff’s professional development and residents’ personal growth.
• Making certain that facility staff follow the Sanctuary Model, the New York State Model and DBT principles.
• Monitoring youths’ participation in all educational, vocational and treatment programs.
Minimum Qualifications Transfer: One year of permanent competitive or 55b/c service in this title or in a title eligible for 70.1 or 52.6 transfer.
Additional Comments A starting salary rate increase for staff hired into the Chief Psychologist titles is in effect. The posted hiring salary for Chief Psychologists includes an increased hiring rate of $32,430 and a geographic pay differential of $20,000.
Background Investigation Requirements:
1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.
2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.
3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
