Duties Description The Assistant Director duties in Cemeteries will include but are not limited to the following:
• Assist Division Director in the development of policies, standards, and procedures for the Division.
• Directly supervise three Division Supervisors (two Associate Accountants/ one Investigator 2), an Administrative Assistant 1 and assist in supervising five Division Investigators and eight division Accountants.
• Work with Bureau of Fiscal Management to ensure prompt payment of any claims on State Cemetery Vandalism Fund.
• Manage Division databases and work with the Office of Agency Transformation on data management and development and deployment of new technology and reporting capabilities.
• Together with Division Director, Associate Director, and Investigator 2 set policies fand oversee Division initiatives.
• Participate in review and revision of Division regulations and review proposed legislation.
• Prepare studies and reports as requested by Division Director, Executive and Management.
• Together with supervisors and Division Director, initiate and supervise investigations referred by staff via complaints.
• Make periodic visits to regional offices to meet with staff, discuss Division policies and procedures, and provide oversight.
• Oversee preparation of materials for presentation at monthly meeting of the New York State Cemetery Board.
Minimum Qualifications COMPETITIVE MINIMUM QUALIFICATIONS:
Permanent service in this title or one year of permanent competitive or 55-b/c service in a title SG-23 or higher and otherwise eligible for transfer under Civil Service Law.

NON COMPETITVE PROMOTON (NCP) QUALIFICATIONS:
Non-Competitive Promotion (NCP) Qualifications:
To be eligible for NCP, candidates must be in the Department of State promotion field and have one year or more of permanent or 55 b/c service as an Associate Accountant or two-years or more permanent or 55 b/c service as an Investigator 2. If 3 or fewer qualified Department of State Associate Accountants with one year or more of permanent or 55 b/c service or Investigator 2s with 2 years permanent or 55 b/c service respond to this posting, Civil Service may approve the permanent appointment of one of the qualified Associate Accountants or Investigator 2s without further examination.
Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.
The minimum qualifications for NCP appointment are:
One year of permanent competitive or 55-b/55-c service as an Associate Accountant or two years of permanent competitive, permanent non-competitive NY HELPS, or 55-b/55-c service as an Investigator 2.

PROVISIONAL QUALIFICATIONS:
Based on the results of the canvass of the current eligible list for the Assistant Director of Cemeteries the Department of State may elect to make a provisional appointment to this position rather than a permanent appointment. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Assistant Director of Cemeteries exam and be reachable for appointment from the newly established eligible list.
The minimum qualifications for Provisional appointment are:
One year of permanent competitive or 55-b/55-c service as an Associate Accountant or two years of permanent competitive, permanent non-competitive NY HELPS, or 55-b/55-c service as an Investigator 2.

PREFERRED QUALIFICATIONS:
• Experience with not-for-profit cemeteries.
• Experience with accounting, field audits and examinations.
• Experience in field inspections or investigations.
• Experience providing technical assistance and training.
• Experience writing reports.
• Experience in public speaking or giving presentations.
• Supervisory and/or managerial experience.
