Duties Description The Professional Engineer 2 (Environmental), Item #46013, located in Central Office – Albany, in the Division of Materials Management, Bureau of Hazardous Waste & Radiation Management, Hazardous Waste Compliance and Technical Support Section, will be responsible for the following:

1.Supervising section staff and overseeing day-to-day activities. Supporting official policies and programs through action and example, particularly in areas of time and attendance, performance evaluations, employee health and safety, and technical training and development.

2.Ensuring that workload is distributed and managed in order that program initiatives are met and projects are kept on schedule.

3.Developing, maintaining, and using adequate channels of communication within the Bureau, Division and Department and adequately representing the Department in communicating with other state agencies, local government, industry and the general public.

4.Coordinating the RCRA compliance program for statewide consistency. This includes providing training and guidance for certified RCRA inspectors as well as coordinating training programs for new inspectors.

5.Coordinating enforcement referrals for violations of the RCRA hazardous waste program.

6.Supervising technical support activities of the section including regulation updates, hazardous waste determinations, guidance to generators of hazardous waste and used oil.

7.Providing supervision of the regulatory fee and special assessment programs for TSDFs and generators of hazardous waste.

8.Producing or overseeing work in response to unanticipated and unplanned work assignments from the Bureau Director, Division Director, or Executive as assigned.

9.Preparing section annual work plans and providing clear direction to staff regarding priorities. Providing technical guidance/direction to staff.

10.Developing Commissioner policies, program policies, and internal operational or technical guidance documents, in coordination with other Sections in the Division as assigned.

11.Preparing and participating in training programs as requested.

12.Representing the Bureau and Division on task forces or working groups as requested.

13.Organizing and leading standing committees associated with the operations of the Section.

Minimum Qualifications Reassignment - Currently in the title and an employee of DEC

or

Reinstatement Eligible - Previously held the title on a permanent competitive basis.

or

Transfer Eligible – One year of permanent competitive service in a title designated as appropriate for transfer in accordance with Section 70.1 of Civil Service Law: Professional Engineer 2 (Civil), Professional Engineer 2 (Electrical).

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.

The starting salary for this position is $110,784. This amount is comprised of the base salary of $103,784 with an additional geographic pay differential of $7,000, specific to this title and location.

The job rate for this position is $134,830. This amount is comprised of the base salary of $127,830 with an additional geographic pay differential of $7,000, specific to this title and location.
