Duties Description The New York State Education Department’s (NYSED) Office of State Review is seeking candidates for a Supervisor Education of Children with Disabilities position. The Office of State review assists the New York State Review Officers in reviewing the decision of impartial hearing officers concerning the identification, evaluation, program and/or placement of children who have, or are suspected of having, an educational disability. The incumbent of this position will provide expert educational advice in written recommendations to the State Review Officers. These recommendations will assess the adequacy of the educational program provided by the student’s school district as required by the Individuals with Disabilities Act (IDEA) as reflected in the evidence presented in impartial hearing records. Duties of this position will include, but are not limited to the following:
• Review relevant portions of appeal papers and hearing records received in Office of State Review (OSR) to screen appeals and identify education issues in dispute;
• Maintain an expertise in program requirements under IDEA, Article 89, Article 73 (nonpublic schools), and ESSA;
• Review student records and prepare educational reports as needed;
• Assign and supervise OSR Associates in Education of Children with Disabilities (educators), SG-26, staff ensuring educational reports are prepared according to established timelines and performance program standards are met;
• Participate in preliminary conference meetings in appeals assigned to educators;
• Provide effective confidential assistance to the SRO; and
• Participate as a member of OSR's supervisory team.
Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Supervisor in Education of Children with Disabilities.
Section 70.1 Transfer: Candidates must meet the eligibility requirements and have one year of permanent competitive or 55b/c service in any of the Professional Educator Titles (Grade 26 or 28), as indicated here: http://www.nysed.gov/hr/section-701-transfer-determinations-between-professional-educator-titles-grade-22-26-and-28.

Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a contingent permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period.
This position leads to a maximum salary of based on annual performance advances of $134,178.
