Duties Description The NYS Office of Parks, Recreation and Historic Preservation (OPRHP) is a state agency within the Executive Department that is responsible for the care and management of 35 state historic sites and 180 parks. Collectively, these public facilities provide both residents and visitors access to natural, historic, and scenic resources with opportunities for outdoor recreation and places to learn about New York’s rich cultural heritage.
Under the direction of the agency Internal Control Officer, the Senior Administrative Analyst is responsible for conducting risk assessments and internal control reviews to identify areas of potential risk, fraud, inefficiency, or non-compliance. The selected candidate will develop recommendations and work with management on how to improve the effectiveness and efficiency of program operations, undertake efforts to improve internal controls and reduce risks.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:
This title includes a traineeship opportunity, and applicants will be appointed to the appropriate level** based on their experience and education.
Required experience: professional experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, conduct data analysis, and develop internal controls. Master's and higher-level degrees will substitute for one year of required experience.
**Senior Administrative Analyst level requirements:
• Administrative Analyst Trainee 1 (equated to SG-14): bachelor or higher degree.
• Administrative Analyst Trainee 2 (equated to SG-16): bachelor or higher degree and one year of required experience.
• Senior Administrative Analyst, SG-18: bachelor or higher degree and two years of required experience.
CURRENT STATE EMPLOYEES:
Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 11 or above and eligible for transfer under Section 52.6, 70.1 or 70.4 of the Civil Service Law.
70.4 Transfer: Candidates must have one year or more of qualifying permanent service at the Grade 11 or above AND possession of a bachelor’s degree; AND standing on the Professional Careers Opportunities (PCO) or Public Administration Traineeship Transition (PATT) eligible lists.
PCO Candidates: Individuals with a score of 100 or above on the Professional Career Opportunities (PCO) eligible list are encouraged to apply.
Successful completion of a two-year traineeship leads to appointment as a Senior Administrative Analyst, SG-18.

Additional Comments -Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment. Travel of up to 10% is expected in this position.
