Duties Description The New York State Bureau of Vital Records is developing innovative solutions to modernize and reimagine existing operations to build interoperable platforms, achieve accreditation standards, and modernize critical business processes for managing and providing valuable information to the public and for public health. The Bureau is seeking a dynamic and innovative Assistant Director to play a crucial role in the management of vital records. The Assistant Director will support: Development and management of administration, including, procurements, contracts, financial planning, and budget. Directs the preparation of reports to summarize and forecast financial activities and revenue trends; Research on trends and activities to inform the strategic planning, perform strategic planning functions to ensure goals are reached, make recommendations for staffing adjustments and personnel assignments; Review and monitoring of operations and procedures, evaluation of issues, and recommendations and implementation of solutions; Development, coordination, evaluation, and implementation of Public Health Accreditation Board recommendations for Vital Records; Oversight of Bureau’s commitments with other State agencies, federal partners, the public and other stakeholders; Management of staff and review of workflows to identify and implement solutions to streamline functions; Liaison with various groups both internal and external to the Department; Development of activities, initiatives and proposals designed to strengthen the Bureau of Vital Records; Oversight of the tracking of all agreements between Vital Records and stakeholders; Research and recommendations to leverage technology to achieve strategic goals and improve overall performance of the Bureau.

Minimum Qualifications Current NYS Department of Health (DOH) employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 4, G-29, OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above Grade 27 or M-2 and deemed eligible to transfer via 52.6 or 70.1 transfer of the Civil Service Law.

Preferred Qualifications: The preferred qualifications include a 7 or more years of managerial, decision-making and/or oversight responsibilities for a major health-related program or in the direction of a major administrative function of a large health-related organization. A Bachelor’s degree in finance, economics, accounting, business administration, business management or related field with 5 or more years of the following experience: procurements; RFP review, scoring and drafting; and contract oversight. Four or more years of experience with the following: the Statewide Financial System; and financial invoicing, budgeting, and federal and state reporting. The candidate should also possess the ability to manage multiple, often-competing priorities and meet deadlines. Excellent written and oral communication skills.

This position may require travel throughout New York State including overnights to areas not served by public transportation.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
