Duties Description This position will support the activities of the Western Region Administrative Services team. These duties will include, but not be limited to: Human Resources: Assists HPA with recruitment process, including canvassing of lists, determination of candidates to interview, packet compilation and submission, maintaining of Personnel database, on-boarding, separation; Answers candidate questions on recruitment procedures and details; Updates and maintains organizational charts for all regional programs; Performs exit interviews; Maintains Western Region Purchase database, researches alternative sources that follow purchase guidelines, creates tables and charts to track purchases; Completes reports as assigned and conducts research and writing as requested. Office Operations: Operates as a building liaison, including oversight of repairs, maintenance, cleaning services and the physical operation at the Buffalo/Rochester Office (24 hour on call); Maintains copier repair status (REMI, etc.) and coordinates copier/printer repairs; Assists staff with various housekeeping issues as needed; Backup manager of swipe card door access security program for the Buffalo/Rochester Office; Pool Car Coordinator - maintains pooled vehicles assigned to the Buffalo/Rochester Office, ensuring gas levels, maintenance. ITS Liaison: Functions as liaison between ITS and regional staff; Assists HPA to ensure that computer equipment is tracked and maintained properly, following all requirements. Supervision: Supervises support staff providing guidance and oversight of all assignments, leave approvals and training needs, setting priorities and deadlines.
Minimum Qualifications PERMANENT REASSIGNMENT OR TRANSFER: Current New York State employee with one year of permanent or contingent-permanent service as a Program Aide, Grade 13, OR one year of permanent or contingent-permanent service in a Grade 11 or above title eligible for transfer to Program Aide, Grade 13, under Section 70.1 of the Civil Service Law. PROVISIONAL: Current New York State Department of Health employee with one year or more of permanent or contingent-permanent service in a title that is defined as eligible on the last examination announcement https://www.cs.ny.gov/announarchive/announcements/00-340.cfm.
Preferred Qualifications: Experience with Statewide Financial Systems (SFS) purchasing process. Experience and understanding of the B1184 process. Strong computer skills with proficiency in Microsoft Office software; excellent verbal and written communication skills; excellent organizational skills with the ability to prioritize multiple assignments; experience working in a team-based environment.
Additional Comments Contingent permanent, full-time appointment. Transfer candidates may be asked for a social security number to verify transfer eligibility. If there are three or fewer qualified DOH promotional candidates interested in appointment to this position, a permanent appointment may be made pursuant to Section 52.7 of the Civil Service Law. To be eligible, candidates must be an employee of the Department of Health and have one year or more of permanent competitive service as described on the below referenced examination announcement (https://www.cs.ny.gov/announarchive/announcements/00-340.cfm). If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.
For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
