Duties Description Under the general supervision of the Assistant Director of the Office of Professional Medical Conduct, this position is responsible for overseeing statewide administrative coordination, including personnel management, contract management, budget management and operations management. Additionally, overseeing the processing of board orders related to professional medical conduct, and other duties to include, but not limited to the following: Oversee administrative staff in personnel, fiscal, operations management, and Board Order processing. Managing the human resources of the program, overseeing staffing including recruitment paperwork, coordinating with fiscal unit on temp staffing, onboarding and offboarding, reporting of staffing data, and tracking of performance evaluations and staff development for both state and temporary staff. Review, manage and monitor OPMC miscellaneous and grant contracts. Monitor OPMC contracts working with program directors to ensure contract terms are met and vouchering accurately and promptly completed. Also includes evaluation of contractors to ensure program requirements are being met. Plan, coordinate and execute the annual budget for SRO and Aid to Localities. Supervise purchasing and accounts payable, including tracking expenditures and provide quarterly reporting. Manage the program operations, including reviewing and developing policies and procedures and ensuring communication with all staff as appropriate. Serves as the liaison to OPCHSM, AMSG, HRMG, FMG, OMG and OITS staff. Oversee and review the processing of Board orders including reviewing for completeness, obtaining appropriate approvals, following standard procedures for processing, reporting final actions. Provide administrative guidance and direction to six regional offices. Support the Assistant Director as necessary with business management of the office and other projects as assigned.
Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Health Program Administrator 2, G25 OR current NYS employee with one year of permanent or contingent-permanent, competitive, service in a title G23 or higher and eligible to transfer under Section 70.1 or Section 52.6 of the NYS Civil Service Law.
Preferred Qualifications: Knowledge of human resources, contract management, budget management and operations management. Organizational, research, and analytical skills. Strong computer skills, including experience using databases. Excellent written and verbal communication and interpersonal skills. Program development and implementation experience. Project management and facilitation skills. Training delivery and development.
Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.
For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
