Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.
Under the direction of a Manager Information Technology Services 1, SG27, within the Dedicated Support team, Office of Children and Family Services Portfolio, the Information Technology Specialist 4 will work within the DJJOY Team supporting At-Large applications. Specific duties of this position include, but are not limited to:
• Work with the DJJOY project team both for new development and ongoing maintenance.
• Work with OCFS to go over security reviews of DJJOY systems.
• Communicate with Software Analysts on needs, issues, and problems.
• Participate in meetings with users, management, Application Development staff, and vendors to evaluate system requirements.
• Creation of detailed documentation for current and proposed systems and processes, including flowcharts, data inputs and outputs, and descriptions of data elements.
• Coordinate the project team to deliver technology projects of varying size and complexity.
• Work with staff to assist in troubleshooting Application issues, including any issues that arise off hours.
• Troubleshoot server or coding issues; escalate more complex issues as necessary.
• Report up to management on a scheduled basis.
• Implement security procedures to ensure OCFS applications and data are compliant and secure.
• Develop and assist on any other emergence projects as they arise that do not have funded staff to complete.
• Perform the full range of supervisory duties.
Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 4, SG25 OR in a position at the SG23 level or higher deemed administrative under Section 52.6 of Civil Service Law OR in a title eligible for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.

Candidates must be reachable on the current eligible list for this title in order to be list appointed.

Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.
Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
