Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.
Under the direction of the Manager of ITS 1 (MITS1), the Data Architect 1 (DArch1) will be responsible for providing senior strategic and technical leadership within the enterprise data architecture project lifecycle, modeling and designing end-to-end enterprise database solutions and collaborating with stakeholders to strategically align project outcomes with business requirements; establish data management principles and standards. The DArch1 will make decisions regarding the selection and utilization of software tools and platforms. The position will develop and implement integration standards and strategies within the scope of enterprise data management software development.
Duties include, but are not limited to, the following:
• Design, develop, and maintain conceptual, logical, and physical data models, using data modeling techniques like Entity-Relationship, Object-Relational, and Dimensional modeling.
• Evaluate, identify and develop enterprise data management software solutions.
• Locate and direct solutions for critical challenges involving software and hardware interfaces.
• Identify problems within enterprise data management software systems and resolve the issues.
• Collaborate with other teams within NYS agencies to devise and implement enterprise data strategies, build models, and assess stakeholder needs and goals.
• Contribute to the establishment and maintenance of the NYS Enterprise Data Governance Policy, setting the rules and standards concerning enterprise data management, including:
o covering data management goals, procedures, and business expectations.
o defining metrics and best practices to ensure data quality, privacy, and security.
o Establishing how data must be managed at different stages of its lifecycle and who is responsible for which tasks.
• Develop good working relationships with other employees.
Minimum Qualifications Minimum Qualifications:
• Eight (8) years of broad information technology (IT) experience, demonstrating a comprehensive understanding of software engineering, data engineering, database administration or other data-related specialty and its application within large-scale organizations. o At least four (4) years of which must be specialized experience in data management solution architecture, database design, software development, modeling, or warehousing.
Education/Experience Substitutions
Earned college degrees in computer science, software engineering, IT or a related field of study may substitute for the specified years of broad IT experience as follows:
o Bachelor’s degree substitutes for 4 years of experience.
o Master’s degree substitutes for an additional 1 year of experience.
o Doctoral degree substitutes for an additional 2 years of experience.
• Preference for candidates holding relevant data management-industry certification, such as Arcitura Certified Big Data Architect, Certified Data Management Professional (CDMP), Certified Data Professional (CDP), and IBM Certified Data Architect - Big Data.
• Strong familiarity via hands-on experience with a wide range of data-related technologies, including Data Modeling tools, Data Warehouse tools, ETL/ELT tools, SQL/NoSQL databases, Big Data tools, BI tools and others.
• Proficiency in several popular programming languages, including SQL, NoSQL, Python, Java, JavaScript, C/C++ and others.
• Strong understanding of the key data science concepts, such as data modeling, data analysis, etc.
• Knowledge of popular analytics techniques, as well as common tools, such as Microsoft Power BI and Tableau.
• Experience in data modeling and design, with expertise in database administration and SQL development.
• Proficiency with modeling tools such as Enterprise Architect, Erwin, or PowerDesign.
• Strong metadata management skills with the ability to ensure metadata principles are applicable to all organizational data.
o Expertise with data lifecycle management (DLM) and strong understanding of how metadata is used during each step of DLM.
• Knowledge of security, compliance, and regulatory requirements relevant to technical data management solution design.
• Strong communication skills, demonstrating the ability to effectively facilitate the contribution of both agency stakeholders and IT specialists, allowing both parties to equally contribute to overall objectives. Experience must include:
o Communicating with C-level managers and other stakeholders to better understand what data the business requires, how it should be collected, and managed.
o Communicating business requirements to technical teams.
o Clearly articulating the current limitations and capacities of data infrastructure to managers.
• Ability to multitask, managing multiple projects simultaneously, and prioritizing workload.
• Strong problem-solving skills with the ability to troubleshoot multiple complex data systems issues, identify the source of problems in a timely manner, and conceive effective solutions.
• Strong critical thinking skills and business-orientation.
o Ability to align business needs with technical specifications.
o Clearly recognizes agencies’ objectives and leverages personal IT expertise, minimizing expenditures and maximizing operational revenues.
Additional Comments Some positions may require fingerprinting.
Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.
Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
