Duties Description The Real Property Analyst 3 will serve as a manager for the Southern Region within the Office of Real Property Tax Services. Under the general direction of the Director of the Regional Services Bureau or other higher-level manager, the Real Property Analyst 3 will perform the following duties:
• Manage multiple units within the bureau and advise and assist staff in the
o consultation with local governments. This includes influencing, coaching, advising, mentoring and guiding local officials.
o review of all aspects of systematic analysis for the purposes of evaluating local uniform percentages of value and for State equalization responsibilities.
o review of the valuation of real property.
o review of the analysis of economic and marketplace conditions.
o analysis of rate changes and annual tax shifts.
o review of the determination of market trends.
o monitoring, review and evaluation of local assessment administration practices as they relate to all phases of assessment administration.
• Participate in meetings with and/or assist with presentations to local officials and the general public regarding real property tax administration issues.
• Oversee the development of unit work plans, priorities, and scheduling.
• Monitor staff production to ensure that we are meeting the performance goals for the bureau.
• Energize staff to perform assigned tasks intended to achieve the goals of the bureau and ensure that staff and other resources are effectively and efficiently utilized.
• Develop staff through mentoring, coaching and providing them with educational opportunities.
• Communicate effectively, both verbally and in writing, with staff, local government officials, taxpayers and management.
• Coordinate the activities of units within the Southern Region with the work of other units, bureaus and divisions within the Department.
• Comprehend and adhere to real property tax law and ensure that staff is aware of law, rule and procedural changes
• Review, analyze and comment on legislation and other administrative proposals that affect operations. Develop procedures for new functions, review existing procedures on an on-going basis and update procedures as necessary.
• Adhere to all Department policies and time and attendance rules and regulations.
Minimum Qualifications The selected candidate must be eligible for transfer under Civil Service Law or reachable on the appropriate eligible list for this title and location in accordance with the provisions of Civil Service Law, Rules and Regulations.
