Duties Description Major Function: Community Outreach
• Identify, contact, and build partnerships with relevant partner organizations (Upstate region, primarily)
• Discuss/negotiate partnership parameters and execute partnership activities
• Build and maintain partnership contact list database
Major Function: Event Coordination
• Identify events for NY State of Health (NYSOH) participation
• Coordinate event logistics and on-site prep
• Represent NYSOH on site as needed
• Prepare recap reports and documentation of event
Major Function: Communications
• Highlight events for promotional support on website, social media
• Conduct presentations / host awareness meetings
• Participate in collecting information/testimonials; crafting articles for publications
Major Function: Cross-Functional Collaboration
• Work with other outreach staff to share best practices
• Participate in strategy discussions to synthesize and scale outreach efforts statewide
• Serve as a SME and internal resource for NYSOH, OHIP, PAG, and other departments and external organizations
Minimum Qualifications Non-Competitive Minimum Qualifications:
A bachelor's degree, and three years of experience in the preparation and distribution of health education or health promotion materials in both print media (e.g., brochures, posters, ads, newsletters) and electronic media (e.g., radio and TV public service announcements, videos, interactive computer programs).
Thirty college credit hours in educational communications, communications, mass media, journalism, creative or technical writing, radio/television production or news writing, public health education, marketing or advertising, can be substituted for up to one year of the required experience.
Competitive Minimum Qualifications:
Current NYS DOH employee with a permanent or contingent-permanent, competitive status as a Health Education Media Specialist 3, G23
Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet the non-competitive minimum qualifications as seen above or be a current NYS employee with 1 year experience in a permanent or contingent-permanent, competitive status as a Health Education Media Specialist 2.
If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law
Preferred Qualifications: • Highly organized, detail oriented, possess strong interpersonal skills for working in a cross-functional team environment and have effective time management skills to maintain multiple projects with complex details and timelines; be able to adapt to changing deadlines, priorities, and input from a broad spectrum of stakeholders.
• Excellent communication, writing, and editing skills and have familiarity with public health insurance programs.
• Experience in community outreach in a non-profit, social service, academia, or government organization, and additional experience in event coordination/logistics.
• Experience in a Microsoft Office 365 environment using Word, Outlook, Excel, PowerPoint, Teams, and experience with popular meeting platform software such as Zoom, WebEx.
• Possess a strong understanding of New York State, specifically its upstate regions.
• Multi-lingual
Additional Comments This position is part of the NYS HELPS program. No examination is required.
This position may require travel throughout New York State including overnights to areas not served by public transportation.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
