Duties Description The Health System Specialist 1 serves as a Unit Specialist in the Instructional Standards and Compliance Unit within the Education and Training Branch of the Division of State Emergency Medical Services. This role involves managing and auditing EMS courses and instructors, conducting program surveillance, ensuring compliance with instructional standards, and supporting stakeholder communication. The position plays a key role in maintaining the quality and effectiveness of EMS training programs and ensuring adherence to regulatory requirements. Duties include:
EMS Course and Instructor Management (40%): Review EMS Course Sponsor applications and related documents, ensuring compliance with laws, rules, and regulations and provide recommendations about licensing decisions to higher-level staff; Administer practical skills examination, including the evaluation of practical skills examination records and other documents and conduct on-site surveys of state testing locations to ensure compliance with laws, rules, and regulations, identifying fraud and conducting reviews and audits to maintain examination integrity; Participate in certification examination item writing development sessions that contribute to the creation of fair and comprehensive examinations to assess the competency of EMS practitioners effectively; Approval and monitoring of EMS courses, including paperwork, modifications, and cancellations; Verify student eligibility for EMS courses; Track and audit EMS instructor internships, certification/recertification, and regional faculty appointments; Support the application, auditing, and updates for course sponsors; Process test requests, address testing issues, and process examination results; Ensure compliance with ADA requirements and process accommodation requests; Monitor and ensure the quality and compliance of instructional standards and practices; Implement quality control measures to ensure compliance with state and federal regulations; Conduct regular audits of courses, instructors, and sponsors; implement corrective actions as needed, and prepare and present reports on compliance and quality assurance activities.
On-Site Surveys and Evaluations (30%): Conduct program surveillance and review of EMS courses and instructional standards; Conduct on-site surveys of EMS Course Sponsors, assessing the quality of educational programs, interviewing staff, reviewing records, and investigating incidents and complaints to maintain high standards; Draft and review statements of deficiency, corrective action plans, investigative reports, survey reports, and other documents essential for accountability and improvement within EMS Education Centers and courses; Monitor the implementation of corrective actions and evaluate the effectiveness to ensure compliance with regulatory requirements; Monitor the implementation of corrective actions and evaluate the effectiveness to ensure compliance with regulatory requirements.
Administration and Staff Services (20%): Serve as a point of contact for internal and external stakeholders regarding instructional standards and compliance; Facilitate communication and collaboration with course sponsors, instructors, and other relevant parties; Address and resolve stakeholder inquiries and issues in a timely manner; Represent the unit in meetings and public forums as needed; Assist in the processing of claims for payment from course sponsors and proctors; Ensure accurate and timely submission of claims and related documentation; Maintain comprehensive records of all transactions and communications; Perform general administrative tasks to support the unit’s operations; Undertake other tasks as assigned to meet the core functions of the unit.
Minimum Qualifications New York State DOH Emergency Medical Technician-Basic (EMTB), or Advanced EMT – Intermediate (AEMT-I) certification AND four years of administrative experience in an EMS program including work as a professional EMS planner; county or regional emergency medical administrator/coordinator, administrator or officer position with an ambulance squad, or EMS educator or trainer.
Substitution: EMS experience in an ambulance service, or advanced life support first response service, may be credited on a month-to-month basis for up to two years of the required experience. College study may be substituted for up to 2 years of the required experience at the rate of 30 credit hours for 1 year of experience.
Preferred Qualifications: Certifications / Licenses: New York State Paramedic Certification preferred but not required; New York State Certified Instructor Coordinator or Certified Lab Instructor.
Experience: Minimum of two (2) years of experience in health services administration, curriculum administration, program evaluation, or education administration, preferably in the field of emergency medical services or healthcare; Experience in conducting compliance reviews, investigations, or audits related to educational programs; Knowledge of EMS education and examination standards, regulatory requirements, and industry best practices; Demonstratable experience conducting quality assurance audits and developing corrective action plans.
Knowledge / Skills / Abilities: Knowledge of state regulations related to EMS licensing and credentialing; Excellent communication and coordination skills to effectively manage interactions with a diverse array of internal and external stakeholders, including healthcare facilities, emergency responders, and public safety agencies; Proficiency in data management and reporting; Strong problem-solving and decision-making abilities.
Additional Comments Health Emergency Management Statement: All Division of State Emergency Medical Services staff are expected to participate in emergency management activities as part of their roles. While not all positions require regular deployment to disaster sites, all employees may be subject to 24/7 recall for emergency operations. This may involve irregular work hours, duties outside of the official position description, and assignments at locations other than the designated duty station. Travel in support of emergency operations may be extensive (lasting from days to weeks), with little advance notice, and may involve relocation to sites with physically demanding and challenging operational conditions.
This position is part of the NYS HELPS program. No examination is required.
This position may require travel throughout New York State including overnights to areas not served by public transportation.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
