Duties Description The position will be within OTDA's Bureau of Data Management and Analysis. Under direction from of the a senior Research Scientist, the incumbent will a) assist with designing, monitoring and conducting experimental and quasi-experimental research designed to uncover appropriate program interventions and to assess the effectiveness of OTDA public benefit and related human services programs, client behavioral responses to program interventions, and Agency messaging and outreach efforts; b) institute and apply data analytic techniques to administrative and other data related to client and local agency and provide characteristics, programmatic assignments, administrative/policy actions, and contextual factors on key client outcomes (i.e., spell lengths and benefit levels, employment rates and economic well-being); c) evaluate and synthesize external research, including developments in analytic methodologies, relevant to administering human services programs; and d) create and query large administrative datasets.

PREFERRED EXPERIENCE:

Experience designing and performing quantitative data analysis, program evaluation, or statistical reporting using a statistical analysis and data manipulation package such as SAS, SQL, SPSS, or R. Experience working with large administrative data sets with SAS and SQL to design, create and analyze longitudinal program utilization and outcomes. Experience or knowledge of the design and implementation of experimental and/or quasi-experimental impact evaluations is also preferred, especially as applied to human services or related program areas.

Minimum Qualifications Candidates must possess a bachelor’s degree and three years of professional research experience in an appropriate field (statistics, economics, sociology, social sciences, public administration or closely related field); or a master’s degree and two years of such experience; or a doctorate in the appropriate field and one year of such experience.

Additional Comments A full time, contingent permanent non-competitive appointment will be made. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title. Candidates must be legally authorized to work in the United States.
