Duties Description PROGRAM OVERVIEW:

New York State Homes and Community Renewal (HCR) fosters the creation and preservation of high-quality affordable housing, while working strategically to revitalize neighborhoods and communities throughout the Empire State. Under the leadership of Governor Kathy Hochul and Commissioner RuthAnne Visnauskas, HCR is a vibrant, innovative agency that integrates and leverages New York State’s housing resources. In October 2022, New York State Governor Kathy Hochul announced the creation of the permanent Office of Resilient Homes and Communities (RHC), which assumed the New York State Governor’s Office of Storm Recovery’s (GOSR) portfolio of disaster recovery projects. GOSR had been established as a temporary agency in 2013 to coordinate statewide recovery efforts for Superstorm Sandy, Hurricane Irene, and Tropical Storm Lee. GOSR administered approximately $4.4 billion in flexible funding made available by the U.S. Department of Housing & Urban Development (HUD) Community Development Block Grant Disaster Recovery (CDBG-DR) program to concentrate aid to four main areas —Housing Recovery, Small Business, Community Reconstruction and Infrastructure.

RHC now serves as the lead principal office responsible for the administration of New York State’s multiple CDBG-DR awards, as well as State-funded flood mitigation and disaster recovery grant and loan programs.


JOB SUMMARY:
The Deputy Commissioner of RHC has overall responsibility for leading the work of RHC and is responsible for the consistent achievement of RHC’s mission by providing strategic leadership, management, and vision. RHC is housed as within the Homeownership and Community Development division of HCR and therefore the Deputy Commissioner of RHC reports to the Senior Vice President of Homeownership and Community Development.

DUTIES:

Strategic Vision and Leadership
•Refine and implement a strategic plan while ensuring budget, staff, and priorities are aligned with RHC’s core mission.
•Provide inspirational leadership and direction to staff, and ensure continued development and management of a professional, equitable, and efficient organization.
•Establish effective decision-making processes that will enable RHC to achieve its long- and short-term goals and objectives.
•Cultivate a strong and transparent working relationship with other State and local government offices in the disaster recovery and flood mitigation field.

External Relationship Management
•Manage communication and expectations with community stakeholders.
•Create and maintain relationships with State and Local elected officials working with HCR’s Intergovernmental Affairs.

Program Development
•Rationalize the delivery of programs through new and existing offices and partnerships.
•Increase efficiencies and consistencies throughout the organization by developing and implementing standardized programs and services.
•Ensure the flow of funds permits RHC to make continuous progress toward the achievement of its mission and that those funds are allocated properly to reflect present needs and future potential.

Infrastructure and Operations
•Oversee the delivery of high-quality services through the facilitation of cross-departmental collaboration and strong internal communications.
•Oversee the financial status of RHC, including the development of long and short-range financial plans, monitoring RHC’s budget, and ensuring sound financial controls are in place.
•Set financial priorities and strong organizational planning accurately to ensure the organization is operating in a manner that supports the needs of the program staff.

Minimum Qualifications Minimum Qualifications:

•Master’s degree* in City Planning, Public Policy, or related field.
•10+ years’ relevant experience, with 3+ years in the disaster recovery/resiliency field and 2+ years of management/leadership experience.

* Master's degree may be substituted for 2 years of experience.

Preferred Qualifications:

•Excellent coalition building and influencing skills with an ability to communicate and work effectively with a variety of internal and external stakeholders.
•Outstanding presentation and communication skills and the experience and ability to be an outgoing spokesperson and relationship builder.
•Positive, pragmatic approach to problem resolution.
•Demonstrated ability and willingness to be part of a team.
