Duties Description Reporting to the Director of Human Resources Management but operating largely independently, the duties for this position include, but are not limited to:
•Providing advice, support, and consultation to program managers, employees, union representatives, and OMIG Executive staff related to negotiated agreements and issues arising from them; providing recommendations on interpretation and application of relevant Laws, rules, policies, and negotiated agreements;
•Meeting with agency staff and suggesting strategies for conflict resolution;
•Participating in the administration of employee relations matters, including hearing grievances and writing decisions, conducting investigations and building case files, implementing disciplinary procedures, drafting or reviewing counseling memos;
•Working closely with Office of Counsel advisory staff to develop recommended approaches, proposed penalties, settlement discussions, and other Labor Relations matters;
•Advocating for the agency or defending agency actions, including assisting external stakeholders such as OER and the Attorney General’s Office in the preparation and presentation at various forums;
•Participating in and/or chairing agency-level Labor/Management meetings, and developing relationships with union representatives;
•Participating in, and general oversight of, the Health and Safety Committee;
•Supervision of one or more Employee Relations staff responsible for Reasonable Accommodations, grievance hearings, health and safety, and other matters as assigned;
•Researching, reviewing, and developing and/or revising OMIG policies and procedures.
Minimum Qualifications Candidate must have one year of permanent competitive service as a Human Resources Specialist 3 (Labor Relations), G-25, or in a title allocated to G-23 or above and eligible to transfer under Section 52.6 of the Civil Service Law.
Additional Comments Contingent Permanent, full-time. The agency has a telecommuting policy that allows up to 50% remote work; however, a full-time, in-office presence may be required initially, followed by ability to apply to telecommute.
