Duties Description Under the oversight of the Director of Human Resources, the incumbent will: provide advice and consultation to executives, program managers, employees and union representatives regarding matters addressed by the negotiated agreements between the State and the employee unions. Manage a team of employee relations staff, training, guiding, and evaluating while fostering a collaborative and inclusive environment. Investigate allegations of misconduct and incompetence, prepare and serve notices of discipline, conduct agency-level grievance and disciplinary hearings, advocate for the Department at arbitrations and conduct labor/management discussions. Develop and conduct training to the Department in employee counseling and corrective discipline, performance management and other employee relations-related topics. Incumbent will seek counsel from the Office of Employee Relations, Department of Civil Service and DOH Counsel as needed in order to provide expert advice and assistance to program managers and executives. Liaises with the five DOH health care facilities across the State, providing guidance on employee relations matters, and traveling to those facilities and regional offices as needed.
Minimum Qualifications Promotion: NYS Department of Health employee with one year of permanent or contingent-permanent competitive service as a Human Resources Specialist 2 (Labor Relations) or two years of permanent of contingent-permanent service as a Human Resources Specialist 3 (Labor Relations).
There is currently no eligible list for this position, therefore, if no more than three qualified individuals are interested, it will be possible to make a permanent appointment via non-competitive promotion.
Preferred Qualifications: Managerial experience with demonstrated ability to successfully lead, train and develop a team while fostering a collaborative and inclusive environment. Demonstrated highest level of organizational savvy, confidentiality and judgment in all matters and interactions with internal and external stakeholders at multiple levels of organizations. Strong NYS employee relations experience, including hearing and arbitration presentation. Excellent writing, analytical, investigative and organizational skills, effectively balancing multiple priorities in a fast-paced environment. Strong interpersonal skills and demonstrated ability to adeptly interact with and manage multiple points of view, including in labor management forums. Experience developing and delivering training for broad audiences.
Additional Comments For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
