Duties Description The Compliance and Conduct Unit Chief (Health Systems Specialist 3 EMC) serves as the regional supervisor for EMS Investigators assigned to the Compliance and Conduct Unit. This position provides oversight, coordination, and leadership for investigative and regulatory activities that ensure EMS agencies and personnel meet state-mandated requirements and uphold professional standards.
Reporting to the Surveillance and Investigations Branch Chief, the Unit Chief is responsible for managing investigative operations within their assigned region, reviewing the quality and consistency of reports, supporting enforcement actions, and guiding staff through the resolution of compliance issues. The position works closely with internal partners and collaborates with the Investigations and Enforcement Unit Chief to ensure consistent implementation of regulatory priorities and equitable enforcement practices across the state.
The Compliance and Conduct Unit Chief plays a key role in promoting accountability, transparency, and public trust in the EMS system while advancing the Division’s mission to improve system performance and protect public health. Duties include:
Investigative Case Oversight & Quality Assurance: Receive and triage complaints, surveys, and compliance reviews for the region; assign work to Investigators based on complexity, geography, and workload; monitor case progress; provide technical guidance on investigative methods, documentation, and evidence control; review and approve draft survey/investigation reports, statements of deficiency, and corrective-action plans for accuracy, regulatory alignment, and clarity before elevation to Branch leadership.
Staff Supervision & Professional Development: Direct, coach, and evaluate EMS Investigators; conduct case debriefs, mentor on best practices, and identify training needs; arrange staff training and professional development opportunities; ensure staff adhere to Division SOPs, timelines, and professional standards and foster a consistent investigative approach statewide.
Compliance Tracking, Analysis & Escalation: Maintain regional tracking logs for open findings and corrective-action milestones; verify that deficiencies are resolved within required timeframes; compile and analyze aggregate data to spot recurring issues or emerging risks; escalate unresolved or egregious non-compliance to the Investigations & Enforcement Unit Chief; recommend updates to survey tools, checklists, or policies based on trend analyses.
Stakeholder & Interagency Coordination: Serve as the region’s primary contact for EMS agencies, REMSCOs, local officials, and other Division units; coordinate joint site visits or information exchanges; represent the Unit at regional meetings, public hearings, and stakeholder briefings; communicate regulatory expectations and Division priorities to external partners.
Administration & Emergency Support: Manage regional schedules, travel authorizations, fleet and supply needs for Investigators; prepare routine status reports and briefing materials for the Surveillance & Investigations Branch Chief; perform additional duties or emergency assignments as directed, including support for Division incident-response activations.
Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health Employee with one year or more of permanent or contingent permanent, competitive service or 55b/c status as a Health Systems Specialist 3 (EMC) OR current NYS employee in a position allocated to a G21 or higher and eligible for transfer under section 52.6 of the Civil Service Law.
Provisional Promotion Candidates: Either A: One year of permanent competitive service as a Health Systems Specialist 1
(EMC). Or B: One year of permanent competitive service as G18 or higher NYS Department of Health Employee with a current NYS Department of Health certification as an Emergency Medical Technician.

Preferred Qualifications: Certifications / Licenses: Advanced Emergency-Management Credential (FEMA ICS-400 and FEMA Professional Development Series certificate); Regulatory / Investigative Credential (CLEAR National Certified Investigator & Inspector Training Basic and/or Specialized certificate); Leadership / Management Development (documented completion of a formal supervisory or leadership-development program recognized by New York State government or a comparable public-sector body such as the NYS Leadership Institute, University at Albany PDP Leadership Academy, GOER/PSWP Essentials of Supervision series, or CLEAR Executive Leadership Program). Candidates who hold two or more of the items above will receive strongest consideration.
Experience: Experience leading or coordinating multi-agency investigations, high-profile enforcement cases, or statewide surveillance initiatives; Prior involvement in the development or revision of investigative policies, procedures, or training programs; Documented participation in regional or state-level workgroups, task forces, or interagency coordination efforts related to EMS oversight or regulatory enforcement.
Knowledge / Skills / Abilities: Expert-level knowledge of EMS laws, rules, and enforcement mechanisms, with demonstrated ability to interpret complex regulatory scenarios; Ability to lead investigative teams, assign and review casework, and ensure investigative findings align with legal standards and Division policies; Skilled in developing corrective action plans, drafting enforcement correspondence, and preparing documentation for administrative hearings; High proficiency in data systems used for surveillance, enforcement tracking, and regulatory reporting; Strong interpersonal and leadership skills with the ability to coach staff, manage conflict, and maintain credibility in high-stakes or sensitive situations.
Additional Comments Health Emergency Management Statement: All Division of State Emergency Medical Services staff are expected to participate in emergency management activities as part of their roles. While not all positions require regular deployment to disaster sites, all employees may be subject to 24/7 recall for emergency operations. This may involve irregular work hours, duties outside of the official position description, and assignments at locations other than the designated duty station. Travel in support of emergency operations may be extensive (lasting from days to weeks), with little advance notice, and may involve relocation to sites with physically demanding and challenging operational conditions.
Position available in Rochester, or Syracuse
This position may require travel throughout New York State including overnights to areas not served by public transportation.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
