Duties Description This position within the Bureau of Managed Long-Term Care, will be responsible for program implementation and coordination of managed care plan oversight activities related to the Statewide Fiscal Intermediary and other ongoing operations as necessary to assure that Medicaid Managed Care members receive needed long-term services and supports. Additionally, the incumbent will also be managing ongoing MCO operations and transactions to ensure compliance with the Public Health Law Articles 44, 44-f and 49 as well as 10 NYCRR Part 98. Specific duties and responsibilities may include but are not limited to: Manage the ongoing implementation of the State Fiscal Year 2024-25 Enacted Budget amended to Social Services Law Section 365-f (4- a) requiring the Commissioner of Health to contract with a single Statewide Fiscal Intermediary (SFI) for provision of the fiscal intermediary services to Consumer Directed Personal Assistance Program (CDPAP) consumers; Coordinate with the Statewide Fiscal Intermediary, Public Partnerships LLC (PPL), on matters related to Medicaid managed care plans or members; Oversee the development and monitoring of Medicaid managed care long term care policy, procedures, and compliance; Ensure Medicaid managed long term care plans provide appropriate reporting to the Department of Health, including federal and contractual reports. Review the reporting and quality of data collected from MLTC plans. Oversee the development of reports and queries to clearly communicate data collected; Supervise the review of plan submitted materials for member communications related to new initiatives and changes to managed care policy or processes; Document internal processes through drafting, reviewing, and updating internal training and guidance documents; Provide Subject Matter Expert support for Medicaid systems functions related to Managed Long Term Care; Supervise staff including development of tasks, standards and completing timely probation, quarterly and annual performance evaluations.
Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Health Program Administrator 2, G25 OR current NYS employee with one year of permanent or contingent-permanent, competitive, service in a title G23 or higher and eligible to transfer under Section 70.1 or Section 52.6 of the NYS Civil Service Law.
Preferred Qualifications: Knowledge of Medicaid Program, Managed Care Delivery Models, Public Health Law and Regulation with experience in Interpretation of governing laws, regulations, or policy, Project management, Microsoft Office Applications.
Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
