Duties Description Under the general direction of the Deputy Regional Director, the Park Operations Manager 1 will function as the Director of Recreation and be responsible for the overall planning and implementation for all recreation events throughout the Long Island Region’s State Parks and serve as a point of contact.
Duties include, but are not limited to:
• Assist in improvement and expansion of current park events and in the development of new events.
• Supervise lower-level permanent and seasonal staff, including delegating tasks, overseeing training and orientation, monitoring time and attendance, and completing probationary evaluations.
• Prepare and approve special use permits and determine appropriate fees, insurance requirement, and staffing/park police needs for permitted events.
• Attend event coordination meetings prior to large events.
• Assist with public relations activities, such as providing information to the press, investigating, and replying to complaints and taking corrective actions when appropriate, and speaking before community groups.
• Participate in end-of-season meetings at facilities to discuss issues/incidents and process to implement needed changes for the next season.
• Maintain responsibility for concessions management within the region; prepare Requests for Proposals (RFPs) for new concession licenses, monitor existing concession licenses for compliance, and perform concession inspections during the operating season and submit reports.
• Serve as the point-of-contact for patrons requesting reimbursement for an incident, including obtaining initial details of the incident, investigating the claim, gathering documentation, completing claims form for submission to Counsel’s Office.
• Manages special projects.
Minimum Qualifications Permanent Appointment: Must be reachable on the appropriate Civil Service list.
Provisional:
In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be meet the following minimum qualifications:
At least one year of qualifying service as a Park Manager 3, Park Manager 2, Maintenance Supervisor 4, Historic Site Manager A, or Historic Site Manager B.
The appointed candidate would have to take, pass and be reachable on the next holding of the examination to be appointed permanently.
52.7 Non-Competitive Promotion (NCP) Qualifications:
To be eligible for NCP, candidates must be in the NYS Office of Parks, Recreation and Historic Preservation promotion field and have at least one year of qualifying service as a Park Manager 3, Park Manager 2, Maintenance Supervisor 4, Historic Site Manager A, or Historic Site Manager B.
If 3 or fewer qualified NYS Office of Parks, Recreation and Historic Preservation eligible promotional employees respond to this posting, Civil Service may approve the permanent appointment of one of the qualified employees without further examination.
Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.
Reassignment Qualifications:
Current NYS Office of Parks, Recreation and Historic Preservation Employees only, with at least one year of permanent or contingent-permanent qualifying service as a Park Operations Manager 1; if you have less than one year, you must be reachable on the current Park Operations Manager 1 eligible list for this location.
Additional Comments OPERATING NEEDS:
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
• Must have experience with Microsoft Word and Excel.
• Must be comfortable completing travel throughout the region.
Note: As a condition of employment, the individual selected for this position will be required to reside in state housing.
