Duties Description STANDARD DUTIES:
The Director Financial Administration 6 plans, directs, coordinates and evaluates agency budgeting, fiscal, expenditure control and business administration activities to ensure that the financial resources under the jurisdiction of this agency are managed properly and in accordance with State and Federal laws, rules and regulations. Specific duties include, but are not limited to:
• Provide fiscal information, analyses and recommendations to the Commissioner of Labor and other Executive staff.
• Provide expert guidance to Division Directors on fiscal matters.
• Provide supervisory direction to the Assistant Director of Financial Administration.
• Collaborate with the Leadership Development Office to manage organizational change related to programs, policies, staffing or funding shifts, to minimize negative effects on employees and the agency.
• Optimize and standardize financial processes while integrating technological solutions.
• Promote organizational adaption to new or modified programs, technologies, or funding levels.
• Ensure budgets align with organizational priorities, include adequate funding and comply with state and federal regulations.
• Conduct financial and policy analyses to assess impacts of proposed actions on programs.
• Monitor expenditures, forecast spending trends, and ensure deadlines for budget submissions are met.
• Manage and oversee grant contract development and execution.
• Develop and implement agency-wide financial policies and procedures that promote legal compliance and operational efficiency.
• Review legislative and regulatory proposals affecting finance, recommending necessary actions.
• Represent the Department in meetings with the Division of the Budget, Office of the State Comptroller, and other agencies.
• Oversee the collection, analysis and evaluation of data, industry trends and operating programs related to the fiscal needs of the agency.
• Lead the coordination and preparation of mandated federal and state financial reports.
• Continually assess the effectiveness of the Department’s fiscal operations to identify areas of improvement.

52.7 NON-COMPETITIVE PROMOTION (NCP) QUALIFICATIONS:
To be eligible for NCP, candidates must be in the Department of Labor promotion field and have one year or more of permanent, contingent-permanent or 55 b/c service at the M-4 or higher level in a financial management, accounting, contract management, or budgeting position. If 3 or fewer qualified Department of Labor employees at the M-4 or higher level in a financial management, accounting, contract management, or budgeting position title respond to this posting, Civil Service may approve the permanent appointment of one of the qualified candidates without further examination.
Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.
52.6 TRANSFER QUALIFICATIONS:
One year of permanent or contingent-permanent or 55 b/c service in a title equated to M-5/G-33 or above and designated administrative under Section 52.6 of the Civil Service Law may be eligible for transfer.
Consecutive transfers cannot result in an increase of more than one M-grade or two salary grades.
