Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must have one year of permanent competitive or 55b/c service as an Education Finance Specialist 1, Senior Accountant, Senior Auditor, Contract Management Specialist 1, Program Research Specialist 2 (Economics Finance) or Senior Internal Auditor OR have one year permanent competitive or 55b/c service as an Administrative Aide, Agency Program Aide, EPA1 or EPA2 to be qualified to transfer to Education Finance Specialist Trainee 1 under section 70.1 of the Civil Service Law OR be reachable on the Education Department’s Public Administration Trainee Transition (PATT) eligible list; the Professional Careers Opportunities (PCO) eligible list; or the Public Management Intern (PMI) eligible list. Appointments from the PATT, PCO, or PMI lists require completion of a two-year traineeship.
*Leads to a maximum salary of $66,494 based on annual performance advances.
Duties Description The New York State Education Department (NYSED) is seeking candidates to fill two Education Finance Specialist 1, (EFS1) SG-18, positions in the Office of Fiscal Analysis & Research Unit (OFARU). OFA’s mission is to provide quality policy analysis, research, assistance and data products to educators, policymakers and the general public. This position requires accuracy and attention to detail. Duties of this position will include, but not be limited to, the following:
• Analyze school district trends in revenues and expenditures, student counts and wealth measures;
• Check data tables for accuracy and perform validation and quality checks on data to resolve problems;
• Conduct data analyses and prepare reports as needed;
• Develop responses to data requests;
• Assist in modeling and analyzing school aid proposals and formulas;
• Assist in the production of research publications regarding issues in school finance;
• Work with staff of the Fiscal Analysis and Research Unit, P-12 and Information Technology Services; and
• Perform other duties as assigned.
Additional Comments CONDITIONS OF EMPLOYMENT: These will be permanent appointments. The filling of these positions is contingent upon Division of Budget approval. Salary above applies to candidates appointed to EFS1, SG-18. The hiring rate for candidates appointed to EFS1 Trainee starts at $39,713 and, for current NYS employees, is based on the candidate’s salary at the time of hire. Candidates hired into the traineeship will be advanced to EFS1 upon successful completion of a (two) year traineeship.
