Duties Description This position supports the regional office’s ability to promote the safety, permanency, and well-being of children in Preventive Program, and children and families who are survivors of domestic violence.
Duties of the position include but not limited to:
• Providing supervision to the County and Agency Leads (Voluntary Preventive Providers and Domestic Violence) within the NYC Regional Office.
• Collaborate with the other Directors to ensure ACS is providing the level of service needed to support prevention of children entering foster care and reunification in accordance to the IOC Waiver.
• Provide supervision of monitoring and technical assistance activities given to Voluntary Agencies and Domestic Violence Programs.
• Provide guidance to Regional Office staff, Local Dept. of Social Services and Voluntary Agencies on interpretation of NYS laws, regulations, and policies.
• Assist with interpretation of CFSR data for Local Dept. of Social Services and Voluntary Agency utilization, as well as assisting with implementation of strategies to support improved CFSR outcomes.
• Provide guidance to County and Agency Leads when working with their assigned agencies.
• Participate in the planning and organization of PQI (Program Quality Improvement) reviews of local district work regarding child protective services, foster care services and preventive services. This includes the approval of PIPS (Program Improvement Plans) that were established to bring ACS and agencies into regulatory compliance and improve practice.
• Facilitate meetings: monthly unit staff meetings, Quarterly Regional Supervisor meetings. Attend various meetings on behalf of the Regional Director when necessary such as the Director of Services meeting.
• Participate in statewide special projects.
• Receive inquiries/interest from ACS for those voluntary agencies interested in operating new programs, prepare application packages, and work with the assigned Lead, Rate Setting and OCFS Legal on the approval and certification of new programs.
• Provide oversight and support of Office of Children and Family Services’ priorities, policies and procedures by local districts and agencies such as Title IV-E, Permanency Reviews, Race Equity Cultural Competence work, and Court Improvement Projects.
• Additional duties will be discussed during the interview.

Minimum Qualifications One year of permanent competitive or 55b/c service in this title or in a title eligible for 70.1 transfer.
OR
Provisional Qualifications:
One year of permanent competitive service as a Children and Family Services Specialist 2, Adoption Specialist, Child Protective Services Specialist 3, Children and Family Services Program Manager 1, Youth Counselor 3, Youth Counselor 4 or Social Work Supervisor 1.

This position may be designated 55 b/c and is subject to verification of applicant eligibility.

Additional Comments Background Investigation Requirements:

1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.

2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.

3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
