Duties Description The Manager Testing Services will play a pivotal role in helping to shape the future of the New York State Department of Civil Service’s testing program and examination modernization and transformation efforts.

To better serve New Yorkers and make civil service examinations more accessible and convenient for all, the Department is modernizing and transforming the way in which civil service examinations are held. As part of this new examination model, the Department is establishing 12 dedicated testing locations throughout the State to provide all New Yorkers with the ability to participate in exams, including individuals who do not have access to a computer or Wi-Fi services.

Under the general supervision of the Coordinator Testing Support, the Manager Testing Services will be responsible for assisting in the execution and management of operational changes within the Testing Support function of the Testing Services Division to support the successful implementation and maintenance of the Department’s future civil service examination model. The Manager Testing Services in the Testing Support section:

• Works with other Division and Department managers and leaders to
coordinate work related to testing, examinations, and the merit system, and
serves on a variety of inter-divisional and inter-departmental committees along
with the Director and Assistant Director of the Testing Services Division to
develop and execute a comprehensive visionary roadmap for the future of the
Department’s large-scale testing program.
• Engages in a high-level review of staff work.
• Participates in long-range planning and prioritization of Division and merit
system work.
• Assists in the management of the Section and Division performance regarding
test administration and processing; and may oversee the Section in the
Coordinator’s absence.
• Plans, organizes, monitors, and evaluates staff work; develops and trains staff;
and supervises others in these activities.

Duties of this position include, but are not limited to, the following:

• Assists in the development and execution of a comprehensive visionary
roadmap for the future of the Department’s large-scale testing program
• Oversees and manages activities related to examination scheduling, test
administration, and test processing, ensuring that they are carried out
efficiently and effectively.
• Provides business input and coordinates staff activities in the development of
the Application Management System (AMS) and web-based testing system to
be used at the computer-based testing centers.
• Directs and manages the work of the Test Administration, Exams Scoring &
Results Processing, and Exams Control & Composition Units including the
Monitor Hiring and Scheduling Unit and computer-based testing centers.
• Provides direct supervision to two section heads and indirect supervision to
other section staff.
• Oversees the work of unit staff to ensure that it meets professional and legal
standards and expectations for quantity, quality, and timeliness.
• Leads and serves on project teams and personally completes special
assignments and initiatives as assigned.
• Communicates orally and in writing, with a variety of audiences outside the
section to present positions, resolve problems, and respond to inquiries or
objections; oversees staff communications with others.
• Analyzes system functioning, identifies problems, and recommends solutions
and improvements.
• Works closely with staff in the Testing and Staffing Services Divisions, the
Office of Commission Operations and Municipal Assistance, the Office of
Information Technology Services, and others to resolve problems and ensure
efficient workflow.
• Represents the Division and the Department at meetings, conferences, and/or
programs related to testing and examination systems and programs.
• Identifies and implements system and procedural modifications needed as a
result of legislative or regulatory changes and/or new programs and initiatives.
• Analyzes equipment needs and costs associated with test material production,
administration, scoring and employment of hourly (per diem) test
administration staff and develops and implements improvements to control
costs and ensure high quality and effectiveness in service delivery.

Minimum Qualifications REASSIGNMENT QUALIFICATIONS:
Current Department of Civil Service employees with one year of permanent, contingent permanent, or 55 B/C service as a Manager Testing Services, if less than one year, you must be currently reachable on the Manager Testing Services eligible list for the Albany location if one exists.

COMPETITIVE QUALIFICATIONS:
You must be reachable on the current eligible list or eligible for transfer.

52.6 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service in a title eligible for transfer and determined to be similar by Civil Service.

For transfers, a list of approved titles is available through Civil Service GOT-IT at https://careermobilityoffice.cs.ny.gov/cmo/gotit/. The GOT-IT site will inform you if your title requires special qualifications for 52.6 transfer as detailed above.

PROVISIONAL QUALIFICATIONS:
Based on the results of the canvass of the current eligible list for the Manager Testing Services position, the Department may elect to make a provisional appointment to this position rather than a permanent appointment should the eligible list have less than three candidates interested. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Manager Testing Services exam and be reachable for appointment from the newly established eligible list.

The minimum qualifications for Provisional appointment are one year of permanent, contingent permanent, or 55 B/C service as a Human Resources Specialist 4 (Testing) or Supervisor Administrative Analysis.

NON-COMPETITIVE PROMOTION (NCP) QUALIFICATIONS:
The Department of Civil Service is considering making a request to the Department of Civil Service to hold a non-competitive promotion examination for the above title in accordance with Section 52.7 of the Civil Service Law if three or fewer interested promotional candidates respond to this notice. Before submitting such a request, we must ascertain if anyone meeting the minimum qualifications is interested in competing in a promotional examination for the above title and if they would accept appointment if offered. To qualify, you must be a current Department of Civil Service employee. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title. Please note this will be a competitive appointment. The term non-competitive refers to the appointed candidate not needing to compete in the next holding of the examination.

The minimum qualifications for NCP appointment are one year of permanent, contingent permanent, or 55 B/C service as a Human Resources Specialist 4 (Testing) or Supervisor Administrative Analysis.

It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.
