Duties Description Reporting directly to the Legislative Coordinator, the Human Rights Specialist 2 will serve as a Legislative Liaison.

Duties include, but are not limited to, the following:
• Solicit legislative proposals from program directors and executive staff, produce documents summarizing proposals and present them to the Legislative Coordinator.
• Research the operations of laws in other states or localities as background support for proposed or pending legislation impacting the Agency.
• Draft legislative proposals from staff recommendations and submit them for manager’s review.
• Provide legislative and budget updates to Executive staff.
• Using the Legislative Retrieval Service (LRS) system, track the introduction and progress of bills and circulate bills of interest to staff for comments.
• Analyze proposed legislation to assess impact on agency operations and make recommendations to the Deputy Commissioner of Legislative and External Affairs.
• Work with management to identify key bills to monitor, and provide alerts as they move through the process.
• Support Commissioner and Executive staff through preparation for legislative hearings and meetings.
• Maintain an internal tracking system identifying all bills introduced in the NYS Legislature that will impact the Agency’s operations or its mission and track legislation throughout the process.
• Draft reports summarizing actions taken by the Legislature and distribute them to Executive and Legal staff.
• Respond and track all federal, state and local elected inquires, including inquiries from the Executive Chamber and Division of Budget.
• Receive, respond and track legislative requests for DHR materials and outreach and education engagements, in collaboration with the External Affairs Program.
• Attend and/or monitor relevant legislative committee meetings, hearing and floor proceedings.
• Attend and provide summary reports on meetings, events and hearings of interest.
• Monitor Federal legislation and Federal budget as it applies to DHR, and report any matters of impact to the Legislative Coordinator.
• Monitor the Federal Register for rulemaking changes impacting DHR operations or its core functions, and report any matters of impact to the Legislative Coordinator.
• Other special projects or duties as required.

Minimum Qualifications *This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

Non-Competitive: Eight years of experience in any combination of the following areas: field investigation or law enforcement investigation and the preparation of detailed narrative reports; planning, developing, implementing or enforcing a human rights, civil rights or housing and community development program; conducting discrimination or labor relations investigations; or litigation.

Substitution: An associate’s degree in human rights, public administration, public policy, political science, psychology, public justice, criminal justice, pre-law studies or international relations may substitute for two years of the required professional experience; a bachelor’s degree in the same fields may substitute for four years of the required professional experience; a master’s degree in the same fields or a Juris Doctorate may substitute for five years of the required professional experience; and a doctorate in the same fields may substitute for six of the seven years of the required professional experience.

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
