Minimum Qualifications A Bachelor's Degree and four years of professional research experience in the appropriate field; or a Master's Degree in the appropriate field and three years of professional research experience in that field; or a doctorate in the appropriate field and one year of such experience. Strong written and oral communication skills are required. A Master of Science or higher degree in Physical or Atmospheric Sciences or related field is preferred.
Area of Specialty is Air Pollution.
Preference will be given to candidates who possess experience in the following fields: air quality modeling, statistical analysis and interpretation of data, emission inventory development, research and evaluation of emerging air quality modeling techniques.
Duties Description Under the general direction and supervision of the Section Chief, the incumbent will carry out the assigned tasks independently and initiate research work consistent with the Division goals and regulatory framework. The incumbent will assist in the development of technical reports and memoranda for use in regulatory proceedings, as well as participate in inter-Division meetings. The incumbent will demonstrate such capabilities by undertaking independent work and representing the Division at scientific, technical and policy meetings. The position provides for a broader perspective on the assessment of pollutants in multi-media, an emerging area of research and in the development of a framework to address unintended consequences of pollutant control.
The incumbent will be working in coordination with other Research Scientists in the Section on the following multi-disciplinary tasks:
• Perform all aspects of regional scale emissions inventory processing in support of State Implementation Plan development as well as other air quality analysis projects.
- Prepare National Emissions Inventory for use in air quality photochemical grid models. Emissions must be temporally and spatially allocated and chemically speciated through the use of emissions processing models such as SMOKE.
- Provide interpretation and QA/QC of output files. Diagnose and correct run errors.
- Analyze results and prepare summary tables, charts, etc.
- Maintain and archive output and maintain and update the SMOKE modeling system.
- Research new and emerging methodologies for emissions inventory development.
• Develop motor vehicle emissions inventories for State Implementation Plan development and air quality modeling in coordination with other program staff.
- Process NYS DOT supplied vehicle miles travelled and vehicle speed data into EPA MOVES model format.
- Run MOVES model to develop emission budgets for SIP planning and to provide hourly gridded emissions for air quality modeling.
- Prepare and run scripts. QA/QC and post-process output.
- Maintain and archive output.
• Prepare technical reports and manuscripts on research findings for peer-reviewed Journals, and actively participate in professional workshops and conferences.
• Provide technical support and prepare comments on federal regulatory proposals, and other planning activities towards meeting and maintaining ambient air quality standards.
• Participate in inter-state and EPA meetings and conference calls as needed to represent Division views and policies related to air quality modeling and management.
• Keep abreast of developments in air quality assessment and management.
• Provide peer review of manuscripts at the request of Editor of technical journals.
