Duties Description The objective of the Division of Quality Improvement (DQI) is to integrate and promote quality improvement practices throughout our system to enhance the quality of services and outcomes for the individuals we serve.

The Continuous Quality Improvement (CQI) Unit plays a key role in identifying opportunities for improvement and implementing quality improvement strategies both internal to the division and enterprise-wide.

CQI provides leadership and support to develop and implement the Division's priority initiatives such as mortality review, Compass, Early Alert, provider performance reports, quality improvement strategies for OPWDD's Medicaid waivers, OPWDD transformation initiatives, Council on Quality Improvement Personal Outcome Measures (POMs) etc. in support of OPWDD’s mission. In addition, the CQI develops the protocols used by Program Certification to ensure the health and safety of individuals and the quality of services/supports that are certified, authorized and/or funded by OPWDD.

This position may require the incumbent to travel. Duties and responsibilities could include the following:

• Participate on quality related teams and workgroups responsible, in collaboration with other key staff, for various quality improvement projects, including the development and implementation of DQI’s oversight of managed care Developmental Disabilities Individual Support and Care Coordination Organizations (DISCOs). Specific related tasks may include developing meeting materials for decision making; summarizing key issues and decision points; organizing and coordinating internally to DQI and across the OPWDD enterprise; representing DQI at external meetings, etc.

• Develop, test, and implement revised protocols for use by the Bureau of Program Certification.

• Support efforts to define and enhance quality improvement approaches for the regulation and review of services funded, certified or authorized by OPWDD. This could include analyzing regulations; developing new regulations; making recommendations and writing “white papers”, etc.

• Contribute to various OPWDD or Division initiatives, including but not limited to mortality reviews, reporting provider performance, regulatory reform, incident management, managed care reviews, COMPASS, Early Alert, etc.; may serve on, formulate agendas for, or provide facilitation for various workgroups or committees.

• Develop and evaluate the Quality Improvement Strategies for OPWDD’s various waivers. This may include reviewing data from Program Certification surveys and reported incidents to make recommendations related to continuous quality improvement; coordinating with the Bureau of Strategic Planning and Performance Measures to analyze and articulate new performance measures for these strategies; integrate performance measures into DQI protocols; tracking results of survey samples for reporting to CMS and other internal/external sources; etc.

• Develop materials for, schedule, and conduct staff and/or provider training programs, communications, webinars, etc.

• Supervise and/or operate DQI ongoing committees such as Early Alert and/or DQI operational processes such as DQI’s ICF IUR process.

• Other duties as assigned by the Regional Director and/or Director of the Continuous Quality Improvement Unit and/or assigned Supervisor.

The ideal candidate for this position will share OPWDD’s commitment to advocating on behalf of people with developmental disabilities for homes of choice, health, meaningful relationships and productive activities.

Additional Comments All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility.
