Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.


The Chief Digital Transformation Officer will report directly to the Executive Deputy CIO and will be an experienced technologist with strong agency domain knowledge, responsible for driving improvements to benefit the citizen experience and improve business outcomes adhering to State IT policies set by ITS and fiscal controls set by DOB. The duties for this position include, but are not limited to:

• Direct management of 11+ Enterprise Architects, the ITS User Experience Team and the Tactical Solutions Team.
• Formulates the Digital Office strategy.
• Researches and makes decisions on potential new technology offerings.
• Achieves business outcomes through technology improvements.
• Responsible for the development of the Annual Technology Plan for all IT-supported agencies.
• Knowledge in delivering and supporting business applications, including agile execution of the design, build, deployment, and operational phases of all technology solutions.
• Responsible for the development of the Annual Technology Plan for all IT-supported agencies.

Minimum Qualifications A bachelor's degree and ten years of progressive experience in technology leadership, including:

• Seven or more years of senior leadership experience in leading cross-functional teams and enterprise-wide programs, operating and influencing effectively across the organization and within complex contexts.
• Seven or more years of experience analyzing, selecting, testing and scaling enterprise technology solutions
• Seven years of experience in delivering and supporting business applications, including agile execution of the design, build, deployment, and operational phases of all technology solutions.


Preferred Qualifications:

• Excellent interpersonal skills: able to work across business lines at senior levels to influence and effect change to achieve common goals.
• Analytical skills: outstanding analytical and problem-solving abilities with an understanding of statistical analytics and how data is used to enable informed decision making, identify opportunities for better business outcomes.
• Excellent oral and written communication skills, including the ability to explain digital concepts and technologies to business leaders, as well as business concepts to technologists; able to sell ideas and process internally at all levels.
• Proven record of effective leadership, including the ability to balance team and individual responsibilities; building teams and consensus; getting things done through others not directly under their supervision; working ethically and with integrity.
