Duties Description
Under the general direction of the Human Resources Specialist 2, the incumbent will perform the following essential functions:
• Becomes familiar with the agency's reasonable accommodation (RA) policies and procedures and act as the Agency’s Designee of Reasonable Accommodation (DRA).

• Reviews requests for reasonable accommodations and determine appropriateness of requests. Conduct research regarding certain disabilities or relevant technologies as needed.

• Reviews various documents to determine entitlement and ensure compliance with all applicable rules for reasonable accommodations including consulting with employee benefits team for issues involving leave of absence, either with or without pay, including Family Medical Leave. Will be in contact with medical offices regarding sensitive and confidential employee medical information.

• Ensures consistent and timely response to all applicants seeking a reasonable accommodation.

• Research complex inquiries from employees, supervisors, or managers regarding reasonable accommodations issues utilizing a variety of resources.

• Manages requests and maintains a record or approved equipment inventory for reasonable accommodation; works closely with Operations Support Bureau (OSB) and regional/district office managers.

• Monitor and responds to inquiries in a shared mailbox; keeps SharePoint/Excel spreadsheet tracker up to date.

• Communicates effectively via telephone, in writing and/or in person.


• As a back-up to the main Domestic Violence Agency Liaison (DVAL) will aid employees in ensuring necessary resources, information including Employee Assistance Program (EAP) and the Office for the Prevention of Domestic Violence (OPDV). Help to prepare a workplace safety plan when needed. Consult with Director of HR, Office of Counsel, Director of Labor Relations, EAP Coordinators and Internal Affairs.

• Must be able to use and navigate various computer systems and continuously update and maintain computer skills and technology.

• Must be able to work on multiple assignments at once and prioritize work assignments.

• Must maintain confidentiality of information and exercise good judgment.

• Adhere to the time and attendance rules of the department.

Minimum Qualifications The ability to fill this position is subject to DOB guidelines for processing personnel transactions. Note: a budget waiver is not required to fill positions via transfer to lateral or downward level positions within the same department or to change line items within the same funding source; or to replace employees who have been terminated during their probationary periods. The selected candidate must be eligible for appointment in accordance with the provisions of the Civil Service Law, Rules, and Regulations. If mandatory rehiring lists exist for this title, appointment other than reassignment must be made from these lists. If there are no acceptors from these lists, appointment may be made using the following:
a) New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS);
b) Employees who are currently serving in the same title are eligible for reassignment without change in title or status;
c) Candidates reachable on the appropriate eligible list for this title and location;
d) Employees eligible for transfer.
e) This position may be filled as a two-year traineeship.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Human Resources Specialist Trainee 1 $56,655 : A bachelor's or higher degree.
Human Resources Specialist Trainee 2 $63,180: A bachelor's degree and one year of professional human resources experience. *A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Human Resources Specialist 1: A bachelor's degree and two years of professional human resources experience. *A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Advanced placement to the Trainee 2 or journey level may be possible depending on education and experience. Candidates appointed at the Trainee 1 level will need to successfully complete a two-year traineeship before advancing to the Human Resources Specialist 1,SG-18 level.
